EXECUTIVE SUMMARY Recommendation to approve an after-the-fact amendment between Collier County and the Area Agency on Aging for Southwest Florida, Inc. d/b/a Senior Choices of Southwest Florida for FY 11/12 to reflect additional grant funding in the amount of $10,482 and corresponding unit rate increase for the Nutritional Services Incentive Program (NSIP) and approve the necessary Budget Amendment. OBJECTIVE: To provide additional meals to the elderly in our community. CONSIDERATIONS: In January 2008, the Housing and Human Services Department, Services for Seniors program, received approval from the Board to begin administering the Senior Nutrition Program. The program in Collier County is partially funded through the Federal Nutritional Services Incentive Program (NSIP) and currently consists of congregate meal sites in East Naples, Golden Gate, Goodlette Arms senior apartments and the Roberts Center in Immokalee. Home delivered meals are also provided to the frail,home bound, elderly through this grant program. The current NSIP agreement for FY 2012 in the amount of$35,146.00 was approved by the Board on December 11, 2012, item 16.D.14. In order to receive the additional funding for FY 2012, an amendment in the amount of$10,482.00 must be executed by the Board of County Commissioners. This amendment also increases Collier County's unit reimbursement rate from $0.68 to $0.75 for each meal served in the nutrition program. The $.75 unit price is a supplemental amount received for each meal served under the Older Americans Act Title III congregate meal and home delivered meal programs. These additional funds can be used to increase the number of meals served in the program. The amendment to the NSIP program is being presented as an after-the-fact because the item was not received it time for it to be processed to meet the agenda submittal deadline for the January 8, 2013 Board meeting. In order to remain in compliance with the grant and to be able to continue to provide much needed services to the County's frail elderly it was necessary to execute the amendment prior to the regularly scheduled Board meeting. Consequently, pursuant to CMA 5330 and Resolution No. 2010-122, the County Manager authorized Steve Carnell, Interim Administrator, to sign the contract amendment. Collier County as the Lead Agency is responsible to respond to seniors needs and to manage the spending authority for the NSIP program. FISCAL IMPACT: A budget amendment is required to recognize additional grant funding in the amount of$10,482.00 within Human Service Grant Fund (707),Project 33182.No match is required. LEGAL CONSIDERATIONS: This is a standard form amendment provided by the Area Agency on Aging for Southwest Florida, Inc. d/b/a Senior Choices of Southwest Florida. The purpose of this amendment is to increase allocation in the amount of$10,482.
