EXECUTIVE SUMMARY
Request by the Clerk for additional funding for pay plan adjustments and/or COLA
increases consistent with the County's Pay Plan.
OBJECTIVE: To obtain sufficient funding from the Board of County Commissioners to fund
adjustments to the Clerk's pay plan and re-instate career ladder and performance recognition
programs within the Clerk's Agency.
CONSIDERATIONS: The Clerk's staffing has decreased from 292.2 FTEs in 2008 to 200
FTE's authorized in the 2013 budget. The Clerk of Courts staff has not received pay increases
for the last 5 years due to budget constraints. Additionally, Clerk's Office employees were
required to take 6 unpaid furlough days in 2009 and 6 unpaid holidays in 2010.
The Clerk's Office has recently experienced increasing turnover in positions, most recently
losing several staff to County Departments at significantly increased salary levels. Upon review
of the County Pay Plan, the Clerk's Plan is significantly below the County's for similarly
situated positions.
The Clerk is requesting funding sufficient to bring Clerk's staff to comparable County levels.
Funds are also needed to implement the 2% COLA and/or career ladder pay provided to County
employees.
GROWTH MANAGEMENT IMPACT: None
FISCAL IMPACT: The fiscal impact associated with these proposed actions is to be
determined after discussion.
LEGAL CONSIDERATIONS:
RECOMMENDATION: That the Board authorize funding for Clerk's pay plan adjustments
and/or COLA, and approve corresponding Budget Amendment from available funds.
