EXECUTIVE SUMMARY Recommendation to approve a work plan for the permitting,design,and construction of bathrooms at Vanderbilt Beach Park and approve the rehabilitaton and retention of the existing bathrooms. OBJECTIVE: To provide improved beach restroom facilities for the public at Vanderbilt Beach Park that is cost effective in both design and construction. CONSIDERATIONS: The Parks and Recreation Department is working with the Facilities Management Department to permit, design, and construct new bathroom facilities associated with Vanderbilt Beach Park. The proposed facility will require permitting from the following agencies: • Florida Department of Environmental Protection(FDEP)-Sovereign Submerged Lands • Collier County Growth Management Division(GMD)(Site Development Plan) • Collier County PUD Amendment • South Florida Water Management District(SFWMD) • US Army Corps of Engineers-US Fish and Wildlife Service(USACE-USFW) The proposed facility is approximately three times the size(764 sq.ft. vs. 288 sq.ft.) of the existing bathroom facility, and will be located approximately 90 ft ESE in a direct line from the existing facility. It is in the AE zone and in the Preserve. There is a Conservation Easement in this Preserve Area in favor of the SFWMD. Staff is proposing using the same design associated with the recently constructed "Bluebill"restroom. Grady Minor to provide professional engineering services to prepare a revised conceptual facility design and site plan for submittal to the various regulatory bodies, and to develop a permitting, design, and construction schedule for the project.As of this writing,the total estimated time to complete the project is 18 months. Concurrent with the permitting, design, and construction of the new facility, Facilities Management and Parks and Recreation staff are proposing to rehabilitate the existing bathrooms. The plan involves providing temporary bathroom facilities at Vanderbilt Beach while the rehabilitation of the existing bathroom is completed. t"1 Packet Page-469- 1/22/2013 Item 11.B. Major milestones associated with the design, permitting, and construction of the new facilities is as follows: • Refine conceptual plan and options—obtain stakeholder approval • Install temporary bathrooms for renovation of existing restroom • Prepare design plans for environmental permitting submittal • Finalize conceptual plan with stakeholder groups • Regulatory review from F DEP/ACOE/SFWMD • Prepare sufficient design plans based on feedback from regulatory bodies • Update BOCC/Stakeholders • Submit for building permit GMD • Building permit review finalized by GMD • Update BOCC/Stakeholders • Solicit and award bid for construction • Obtain all permits necessary for construction • Notice to proceed provided for construction of project • Construct and open facility LEGAL CONSIDERATION: This item has been reviewed by the County Attorney's Office, is legally sufficient,and requires majority vote for approval. –CMG FISCAL IMPACT: Funding in the amount of $919,726.13 from Tourist Development revenues is available and appropriated for the project within the Parks and Recreation Beach Park Facilities Capital Fund. GROWTH MANAGEMENT IMPACT: Vanderbilt Beach Park is inventoried in the AUIR as regional park lands. RECOMMENDATION: That the Board of County Commissioners: 1. Approve the work plan associated with the permitting, design, and construction of the Vanderbilt Beach Park Bathroom facilities and provide direction on the scope of work. 2. Approve the rehabilitation of the existing bathroom and continued maintenance of the facility for future use.
