EXECUTIVE SUMMARY
Recommendation to reject all bids for Inivitation to Bid (ITB)#12-5918 Boat Ramp Repair for the
Port of the Islands Marina and re-solicit bids for this project.
OBJECTIVE: To reject Invitation to Bid (ITB) #12-5918 for the boat ramp repair/replacement at the
Port of the Islands Marina and authorize Staff to reissue a modified ITB.
CONSIDERATIONS: Bids were solicited on June 26, 2012, 329 notices were sent, 61 packages were
downloaded and 6 bids were received. The bids were opened on July 24, 2012.
The lowest bidder was unable to provide a Performance Bond for the project and maintain the prices
proposed until the project start date of June 2013. The next lowest bidder was also unable to maintain the
prices until June. It is necessary to delay the start of the project until June to provide the least amount of
impact on the customers, since the summer is the slowest season for the marina.
Staff recommends rejecting the bids and revising the bid schedule to provide additional clarity. Staff
intends to re-bid the project by April 2013.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact in approving this
Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed by the County Attorney, is legally
sufficient, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners rejects all bids associated with
Invitation to Bid 12-5918 boat ramp repair for the Port of the Islands Marina and authorizes staff to
reissue an updated solicitation.
