EXECUTIVE SUMMARY
Recommendation to appoint two members to the Immokalee Enterprise Zone Development
Agency.
OBJECTIVE: To appoint two members to the Immokalee Enterprise Zone Development
Agency to fulfill vacant terms expiring on April 4, 2017.
CONSIDERATIONS: The Immokalee Enterprise Zone Development Agency is a 13
member committee created on March 28, 1995, by Ordinance 95 -22 to induce private investment
into distressed areas to create economic opportunities and sustainable economic development for
designated areas. To permit Collier County to participate in this program, the Board of County
Commissioners nominated the Immokalee community to be considered by the Florida
Department of Commerce for Enterprise Zone designation in Resolution No. 95 -248, approved
March 28, 1995. As part of the formal application for an Enterprise Zone, the State required that
a committee consisting of a broad base of citizens be established. The committee has
representation from the Immokalee Chamber of Commerce, financial or insurance entities, local
businesses and residents, nonprofit community -based organizations operating within the
nominated area, local Workforce Development Board, local code enforcement agency, and local
law enforcement agency. This committee also serves as the Immokalee Redevelopment Board.

COMMITTEE RECOMMENDATION: I am advised that Ms. Lozano, a resident of Lee
County, has worked in Immokalee for over 25 years. During its regular meeting on August 20,
2014, the committee voted to approve the application of Cynthia Lozano in the category
representing Business Operating in the Nominated Enterprise Zone #1101, to fulfill a vacant
term which shall expire on April 4, 2017. This is a Florida Statutory Board, with no residency
requirement for this seat on the agency.
On October 15, 2014, the committee unanimously approved the application of Marvin Courtright
in the category representing Business Operating in the Nominated Enterprise Zone # 1 101, to
fulfill a vacant term which shall expire on April 4, 2017. Recommendation memos for both
applicants are included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointments.
