EXECUTIVE SUMMARY Recommendation to recognize and appropriate FP &L rebates and vendor reimbursements for Air Conditioner Maintenance Projects (52162) within the County -Wide Capital Projects Fund (301). OBJECTIVE: To recognize revenue from FP &L rebates for energy saving projects and a vendor reimbursement and re- appropriate the funds for future HVAC repairs and improvements. CONSIDERATIONS: In 2010, with revenues from the American Recovery and Reinvestment Act of 2009, the Department of Facilities Management replaced the oldest chiller in the Main Complex Control Chiller Plant, nine (9) faulty thermal storage ice tanks, and corrected piping and sequence of operations deficiencies. This project resulted in a $256,000 rebate from FP &L in 2011. In 2012, the Department of Facilities Management used the rebate to increase the thermal ice storage by an additional 17% which resulted in an additional rebate of $181,440. This was deposited October 14, 2013, into County -Wide Capital Projects Fund (301) Air Conditioning Maintenance Project (52162). In addition, the aging Central Library Chiller was replaced and FP &L issued a rebate of $759.20. This was received and deposited November 26, 2013 into Air Conditioning Maintenance Project (52162). Also, an Air Conditioning vendor provided a $4,012.04 reimbursement, deposited on June 6, 2014 into the Air Conditioning Maintenance Project (52162). Funds received from these rebates and reimbursement are needed for the following projects: • Prepare construction documents for bidding and pennitting to replace existing heat exchanger HX -4 and required piping and pumping revisions /upgrades... estimated cost $14,750. • Prepare requirements for Chiller 94 repairs, upgrades, and controls revisions... estimated cost $12,500. • Chiller #4 repairs and renovation to be done by Tampa Bay Trane... estimated cost $54,000. • Prepare construction documents for bidding and pennitting the replacement of Ice Farm 44, Fafco Ice Storage Tanks, with new Calmac Ice Storage Tanks and required piping revisions /upgrades... estimated $17,500. • Provide piping, controls, commissioning, and programming by Johnson Controls, Inc... estimated cost $80,250. The total estimated cost of these projects is approximately $179,000. The balance $7,211.24 will be placed into the Air Conditioning Maintenance Project (52162) to assist with any unexpected heating, ventilation, or air conditioning repairs. FISCAL IMPACT: A Budget Amendment is necessary to recognize $186,211.24 in rebates and reimbursements (revenues) and increase appropriations in the Air Conditioning Maintenance Project (52162) within the County -Wide Capital Projects Fund (301). The above repairs will extend the useful life of the air conditioning units. Operating costs associated with the air conditioning units are not expected to change. LEGAL CONSIDERATIONS: This item has been approved as to fonn and legality and requires majority vote for approval. - CMG RECOMMENDATION: That the Board of County Commissioners recognizes and appropriates revenue in the amount of $186,211.24 from FPL rebates and vendor reimbursement and authorizes the necessary budget amendment. .
