EXECUTIVE SUMMARY
Recommendation to approve the Criminal Justice Mental Health & Substance Abuse Reinvestment
Grant Memorandum of Understanding with several community partners in order to meet a grantor
compliance requirement.
OBJECTIVE: To maintain compliance with Department of Children and Families (DCF) grant
standards.
CONSIDERATIONS: The Criminal Justice Mental Health Substance Abuse (CJMHSA)
program was established by the State of Florida. This program is to provide funding to counties
to plan, implement, or expand initiatives that increase public safety, avert increased spending on
criminal justice, and improve the accessibility and effectiveness of treatment services for adults
and juveniles who have a mental illness, substance abuse disorder, or co- occurring mental health
and substance abuse disorders and who are in, or at risk of entering, the criminal or juvenile
justice systems.
On June 10, 2014, the Board approved Collier's agreement with the Florida Department of
Children and Families (DCF) to implement a three -year Criminal Justice Mental Health
Substance Abuse Reinvestment Grant Program (Agenda Item 16139). The agreement became
effective July 1, 2014 and expires June 30, 2017.
The CJMHSA grant provides a coordinated jail reintegration team who are to assist arrestees
with mental illnesses and substance abuse problems in securing housing alternatives. It is a grant
requirement that an MOU be developed between Collier County Government, Collier County
Sheriff's Office /Corizon, David Lawrence Center, NAMI of Collier County and the Hunger and
Homeless Coalition of Collier County outlining planning strategies and available housing
alternatives (e.g. low demand, veterans, transitional, permanent, etc.) in the community.
The goals of the MOU are to document planning strategies and housing alternatives for persons
in the at risk population. The MOU is a cooperative agreement that is mutually beneficial to all
partners and will outline the expectations, roles, responsibilities and goals of each partner. The
MOU encourages community inclusion and non - discrimination with regards to housing for
persons with mental health and substance abuse problems and also includes a list of available
housing alternatives. The list will be updated as new resources become identified. All signatures
will be obtained before the MOU is presented to the Chair.
FISCAL IMPACT: The proposed action has no new fiscal impact. The funding source for the
grant is DCF and ad valorem funds. Funds are budgeted within Human Services Grant (707),
Project 33332, and Collier County Seniors (123), Project 32001.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.

Housing Alternatives Memorandum of understanding (MOU)
Background
Since 2010, the Collier County Criminal Justice, Mental Health & Substance
Abuse Planning Council (see attached list) has been collaboratively
developing and implementing an array of criminal justice diversion strategies
for persons with mental illness and /or substance use disorders.
Through efforts of the Planning Council, the Florida Department of Children
and Families Substance Abuse and Mental Health (SAMH) Program Office
awarded Collier County two three -year Criminal Justice, Mental Health &
Substance Abuse (CJMHSA) Reinvestment grants. Administered by Collier
County, the grants serve to facilitate ongoing, collaborative criminal justice
diversion activities. They also serve as a catalyst for development of new
strategies to continue to divert persons with mental health and substance
abuse problems away from the criminal justice system and into effective
treatment and recovery- oriented community supports.
The collaborative partners must ensure that persons at risk of incarceration
have access to affordable, safe housing in the community. The current
CJMHSA Reinvestment grant stipulates that subrecipient grant partners
must:
"Establish a Memorandum of Understanding with the local Homeless Coalition
outlining planning strategies and available housing alternatives (e.g. low
demand, veterans, transitional, permanent, etc.) in the community...":

The mission of the Collier County Criminal Justice, Mental Health & Substance
Abuse Planning Council is to implement coordinated and effective services for
people with mental health and substance abuse problems who have contact
with the criminal justice system.

Purpose
The goals of this Memorandum of Understanding (MOU) are to document
planning strategies and available housing alternatives for persons with
mental health and substance abuse problems who are at risk of
incarceration. The MOU is a cooperative agreement that is mutually beneficial
to the parties named below and will outline the expectations, roles,
responsibilities and goals of all partners.

Duration of the MOU
This agreement will be in effect on the date signed by all partners and shall
be in effect until the MOU is cancelled by the partners in accordance with the
terms set forth herein. The MOU will be an integral part of the Collier County
CJMHSA Strategic Plan and serve as a guide for achieving housing - related
goals CJMHSA Reinvestment grant.
General Provisions
This Memorandum of Understanding does not create additional jurisdiction or
limit or modify existing jurisdiction vested in the parties. It is understood by
all parties that each should fulfill its responsibilities under this MOU in
accordance with the provisions of law and regulations that govern their
activities. Nothing in this MOU is intended to negate or otherwise render
ineffective any such provisions or operating procedures. If at any time a
party is unable to perform its functions under this MOU consistent with such
party's statutory and regulatory mandates, the affected party shall
immediately provide written notice to the others to establish a date for
mutual resolution of the conflict.
Responsibilities
The parties of this MOU agree that their responsibilities under the MOU are as
follows;
,off Partners - Participate in the Collier County Criminal Justice, Mental
Health & Substance Abuse Planning Council Strategic Planning process.
Participate in the Collier County Homeless Continuum of Care planning
process. Ensure to the extent possible, that each plan includes strategies for
the population defined in this MOU, and that there is agreement /conformity

in goals of each of the resulting plans. Advocate for the mission and values
described in this MOU to ensure community inclusion and non - discrimination
with regards to housing for persons with mental health and substance abuse
problems.
Collier County Sheriff's Office/CORIZON - Screen incarcerated
candidates for admission to the Forensic Intensive Reintegration Support
Team. Ensure effective discharge planning includes a plan for safe,
affordable, choice -based post - release housing for persons served.
David Lawrence Center - Participate in the Collier County Homeless
Continuum of Care. Provide evidence -based intensive case management
services, supported housing, supported employment and treatment services
to persons enrolled in the Forensic Intensive Reintegration Support Team
(FIRST). Screen non - incarcerated candidates for admission to the FIRST.
Assist participants to obtain public benefits (SSI /SSDI /SNAP) as appropriate
to help ensure housing stability of participants. Provide referrals and
coordinate housing placement and ongoing support participants housed via
community housing sources including those specifically identified in this MOU
NAA111 of Collier County - Provide Certified Recovery Peer Supports to
participants as an integral member of the FIRST. Coordinate activities of the
SOAR (SSI /SSDI Outreach, Access, and Recovery) process for eligible
participants to ensure income for housing stability. Assist with supported
housing and supported employment activities with FIRST participants.
Hunger & Homeless Coalition of Collier County - Lead Agency and
Collaborative Applicant for the Collier County Homeless Continuum of Care.
Ensure that persons with mental health and substance abuse problems are
included in priority population for CoC planning activities. The Hunger &
Homeless Coalition will maintain community resources on its website
regarding housing and shelter information for Collier County and continue to
make it available to those in need.
