EXECUTIVE SUMMARY
Recommendation to approve the selection committee rankings and authorize entering into
negotiations with Victor J. Latavish Architect, PA for a contract related to Request for Proposal
Number 14 -6338, "Eagle Lakes Community Park Pool Design Services."
OBJECTIVE: To approve staff selection committee rankings and authorize staff to negotiate a contract
in order to secure a firm to provide professional design services for an engineering design for the
construction of community pool facilities at Eagle Lakes Community Park.
CONSIDERATION: On September 2, 2014, staff issued a Request for Proposal in accordance with
Florida Statute Section 287.055, the Consultants' Competitive Negotiation Act, to select a firm to prepare
a design for the Eagle Lakes Community Park Pool Facilities approved by Collier County. The Request
for Proposal included design, permit and provide bid documents, and provide post design services to
include bidding, shop drawing review, and final certifications.
E -mail notices were sent to one thousand four hundred and sixty six (1,466) contact addresses with sixty
one (61) vendors requesting full solicitation packages, and four (4) proposals were received by the
September 24, 2014 deadline. A Public Selection Committee meeting was held on October 9, 2014 and
after review and discussion, and by consensus of the members, the responding vendors were ranked in the
following order:
Victor J. Latavish Architect, PA
Weston & Sampson Engineers, Inc.
AdAu Aquatic Engineering, LLC & Parker/Mudgett/Smith Architects, Inc. (tied in 3rd place)
Pursuant to the Consultants' Competitive Negotiation Act, Florida Statute Section 287.055, staff will
bring a negotiated contract back to the Board for approval at a subsequent meeting.
FISCAL IMPACT: The source of funds is from the Parks and Recreation Unincorporated Community
and Regional Park Capital Fund 346 and one million dollars has been appropriated for this Project No.
80286 (Eagle Lakes Community Park Pool).
The above project is expected to be completed by summer 2016. When the project is completed, the
estimated operating budget impact is reflected in the table below. Operating costs for the facility will be
funded by the Unincorporated Area General Fund (l l 1) and user fees.

this action.
ADVISORY BOARD RECOMMENDATION: The Parks and Recreation Advisory Board previously
approved this project on April 17, 2013.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires
majority vote for approval. - CMG
RECOMMENDATION: That the Board of County Commissioners approves the shortlist for RFP No.
14 -6338, Eagle Lakes Community Park Pool Design Services and directs staff to bring a negotiated
contract to the Board for subsequent approval.
