Immokalee Airport
1. Tenant in the Incubator Support Facility- Florida Architectural Inc. and they are
operating.

2. Federa.l Inspection Station/Cargo FaciIity- currently have a paying tenant and may

~; another one very soon. Until we get a cargo company in we are collecting
revenue.
3. Looking for a management plan for the campground.
Marco Airport
1. Fuel sales are up 25-30% above budget in Jet Fuel.
2. Tenant business is doing well. Marco Aviation is back to pre-911 status and
Suncoast is thriving in his sales. Attributable to higher traffic for the season and a
lot of fractional ownership craft.
3. Our staff has been safe and efficient and very customer friendly.
4. Long term vegetation management program.
5. Taxiway project moving forward. DEP issued us a permit and we are awaiting the
Corp of Engineers to get back to us. This is about a 3-5 year project. Jim Mudd
has been assisting us with the Corp of Engineers.
6. The sale of the 182 is in the hands of the Purchasing Dept. This time it is
nationally advertised and we established a floor bid. Just wait and see.

Evere:lades Airpark
1. Fuel sales are on track. The Everglades City Pilot Association is formed and
hosted several pancake breakfasts that drew in 75 or more people. We held
specials on the fuel we sold to them.
2. We are on track with transferring the Airpark over to Everglades City.

Airport Security Program
After 9/11 terrorist attacks the Immoka1ee Regional Airport performed a security
Assessment. Staff also asked the Collier County Sheriff's Office and the County
Facility Security Department to perform independent security assessments of all the
County airports. The staff is now in the process of integrating these assessments to
develop the Collier County Airport Authority Security Plan for each airport, starting
with the Immokalee Regional Airport. The goal is to complete this plan before the end
of the year.

Our new employee was hired foremost to:

My report will consist of an update of our strategic business plan
covering. fiscal years through 2008.
This plan shows that the Collier County Airport Authority will
reduce its reliance on General Fund Transfers, but the need for
support will not be eliminated within the five-year time frame.
The average annual transfer in this five-year business plan is
projected to be $756,680. This reduction from $940,000 is
attributable to operating efficiencies and a greater leveraging of
capital grants.
Self-sufficiency is the ultimate goal for the Authority. Even
though a realistic and pragmatic assessment of the next five years
shows that it is not achievable within that time frame, it will still
remain central to the Authority's long-term vision.

The conclusion has been reached that operational efficiency and
grant leveraging can significantly reduce the reliance on transfers,
but they cannot eliminate them. The elimination of the need for
General Fund Transfers will eventually come from the
development of the Immokalee Industrial Park. When the
Industrial Park is sufficiently developed, revenue derived from
income-producing facilities will offset and eventually eliminate the
need for General Fund Transfers.
The goal of this marketing push is to draw from amongst these
companies a suitable tenant or tenants for the new cargo processing
facility at Immokalee. This 9,700 square foot facility will consist
of 2,500 square feet of office space, capable of accommodating the
support requirements of U.S. Customs, LN.S. and the Department
of Agriculture for a Federal Inspection Station (F.LS.) necessary to
activate the airport's port of entry status for air cargo operations.
Additionally, the facility will house two 3,600 square. foot aircraft

hangar bays capable of supporting the operations of one to two
small or medium sized cargo operators.
Total potential revenue from cargo operations: $203,424*
* This figure is based on very conservative estimates of anticipated
usage of existing facilities at Immokalee, with the type of aircraft

· Enterprise Zone status

· Manufacturing and technology center (also known as the
incubator program)
· Attractive land-lease rates at $.10 per square foot
· Water, sewer and electric available to approximately 35 acres
of land that is suitable for immediate developmènt

The greatest revenue generating opportunities for the Collier
County Airport Authority are at the Immokalee Regional
Airport. The key to unlocking those opportunities will be the
combined efforts of the Collier County Board of County
Commissioners, the Airport Authority, and the EDC.
