EXECUTIVE SUMMARY
Recommendation to approve the submittal of revised FY17 Section 5310 grant application pages to
the Florida Department of Transportation (FDOT) for additional equipment to add one mobile
radio and one paratransit vehicle. (Anticipated Fiscal Impact $10,977)
OBJECTIVE: To leverage federal and state grant funding to include the purchase of an additional
paratransit vehicle and an additional mobile radio.
CONSIDERATIONS: On January 9, 2018, (Agenda Item 16D12) the Board of County Commissi oners
(Board) approved an FY17-18 FTA Section 5310 grant award in the amount of $345,921 for the purchase
of three (3) 23-foot replacement paratransit vehicles and radios. From the time the application for this
grant was submitted in December 2016, the paratransit system has experienced a 3.6% increase in
ridership, an additional 3,400 trips which has put a greater demand on the existing fleet inventory. After
reevaluating the vehicles available for purchase, staff determined that the 22-foot vehicles would be
sufficient to meet the expanding needs of the operations and the cost is less per vehicle. This
modification will increase the local match requirement, but will also expand the available fleet to better
meet our increased demand. Staff was advised by FDOT to submit the revised application pages showing
the request to purchase the additional items. Upon receipt of the revised application pages, FDOT will
send a revised grant award that will go before the Board for approval at a later date. Revised app lication
pages are attached to this Item for the Board’s consideration.
The FTA Section 5310 Grant is an 80% federal award with 10% of the funds matched by the state and
requires a 10% local match. The total amount of the grant will remain at $345,921, but the total cost to
purchase the four (4) vehicles with radios will be $356,898 which increases the local match portion of the
grant to $45,569, an increase of $10,977. The revised FY17 5310 funding amounts are shown below:

FISCAL IMPACT: Awarded funding to date has been appropriated within the Transportation
Disadvantaged Fund 428 and Transportation Disadvantaged Match Fund 429, Project 33549. If the
revised quantity is approved, the local match will increase by $10,977. The expansion vehicle would
increase annual maintenance costs by an estimate of $3,000. Funding is available within Transportation
Disadvantaged Fund 427operating budget. Budget amendments will be brought to the Board for approval
upon receipt of the revised award.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. -JAB

pages to FDOT to add one paratransit vehicle and one mobile radio and increase the local match amount
by $10,977.
