EXECUTIVE SUMMARY
Recommendation to approve an Amendment to the Memorandum of Understanding (MOU) with
the Marco Island Historical Society, which outlined each organization’s roles and responsibilities in
hosting a temporary exhibit of significant artifacts found on Marco Island during the 1896 Pepper-
Hearst Archaeological Expedition at the Marco Island Historical Museum, by delaying the
implementation of the February 13, 2018 Fee Policy and Standard Museums Rental Agreement for
the Collier County Museums Division at the Marco Island Historical Museum location until after
the period of the loans.
OBJECTIVE: To temporarily return significant artifacts found during the 1896 Pepper -Hearst
Archaeological Expedition back to Marco Island.
CONSIDERATIONS: On June 27, 2017, the Board of County Commissioners (Board) approved loan
agreements from the Smithsonian Institution and the University of Pennsylvania allowing the Museum
Division and the Marco Island Historical Society to borrow significant artifacts found on Marco Island
during the 1896 Pepper-Hearst Archaeological Expedition for a temporary exhibit at the Marco Island
Historical Museum. In the same action, the Board also approved an MOU outlining each organization’s
roles and responsibilities in hosting the exhibition (Agenda Item 16D16).
On February 13, 2018, the Board approved an updated Fee Policy and Standard Museums Rental
Agreement for the Museum Division (Agenda Item 16D12). The Marco Island Historical Society has
expressed concern that the Board approved rental program may be incompatible with the goals and
requirements of the artifacts loan and exhibition. To address these concerns, staff would like to amend the
MOU to acknowledge the County’s willingness to delay the implementation of the rental program at the
Marco Island Historical Museum location until after the loan period and to discuss such implementation
at the Marco Island Historical Museum location further before the end of the loan period. An Amendment
to the MOU covering this change is presented for Board consideration.
FISCAL IMPACT: There is no Fiscal impact associated with approving the Amendment to the MOU.
The Board previously reviewed and approved the Fiscal impact associated with this project (Board
Meeting 6/27/17, Agenda Item 16D16).
LEGAL CONSIDERATIONS: The Item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
