EXECUTIVE SUMMARY
Recommendation to approve an award for Invitation to Bid (ITB) Number 17 -7220R “Hunter-
Coronado Irrigation Control Upgrade” to Stahlman-England Irrigation Inc, and authorize the
Chairman to execute the attached Agreement.
OBJECTIVE: To upgrade the irrigation controls on Hunter Boulevard and Coronado Parkway installed
by the Golden Gate Beautification Municipal Service Taxing Unit (“MSTU”) within its boundary.
CONSIDERATIONS: The Procurement Services Division staff advertised ITB Number 17-7220R
"Hunter-Coronado Irrigation Control Upgrade” on November 15, 2017, to upgrade irrigation control on
Hunter and Coronado. The scope of this solicitation will allow for the replacement of an irrigation control
technology that is over twenty (20) years old, and past its useful life. These are the last roadways within
the Golden Gate MSTU District boundary to be upgraded.
One thousand four hundred and fifty-three (1453) notices were sent out and thirty-seven (37) vendors
downloaded the bid package. One (1) bid was received on December 15, 2017, as follows:

On January 16, 2018, the Golden Gate Beautification MSTU Advisory Board voted 5-0 to endorse the
recommendation to award the bid to Stahlman-England Irrigation Inc. Consistent with the MSTU’s
advisory committee’s recommendation, and despite being 11% over the estimated project budget, staff is
recommending an award of the base bid to the lowest, responsive, and responsible bidder, Stahlman-
England Irrigation, Inc.
This solicitation was previously posted in September of 2017 (ITB 17-7220), and received one bid that
exceeded the project budget by approximately 23%. The Advisory Committee felt that the ITB response
may have been affected by the timing of the posting during Hurricane Irma. Subsequently, the committee
rejected ITB 17-7220 and agreed to repost the solicitation with the hopes of receiving more competitive
proposals.
FISCAL IMPACT: Funds in the amount of $143,800 are available within the Golden Gate
Beautification MSTU Fund 153.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
