EXECUTIVE SUMMARY
Recommendation to approve the Authorizing Resolution and to provide after-the-fact approval for
the submittal of the FY18-19 Shirley Conroy Rural Area Capital Equipment Support Grant in the
amount of $83,493 to the Florida Commission for Transportation Disadvantaged (FCTD) for the
procurement of one Ford Cutaway Transit Vehicle.
OBJECTIVE: To use grant funds to enhance transit services in rural areas of Collier County.
CONSIDERATIONS: The Shirley Conroy Rural Area Capital Equipment Support Grant is used to help
provide rural transportation in Collier County and is made available each year through an application
process administered by the FCTD. The announcement for the grant was received on February 1, 2018,
with a deadline for submittal of February 28, 2018, prior to the next available Board of County
Commissioners (Board) meeting. An authorizing resolution is being brought forth as part of the grant
requirement.
The focus of this year’s grant application is the purchase of a paratransit vehicle to replace a vehicle that
has met its useful life.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications
with subsequent Board action at the next available Board Meeting to ratify the approval as “after-the-
fact.” The County Manager approved the submittal of the grant application on February 26, 2018.
FISCAL IMPACT: There is no Fiscal impact at this time. The grant requires a 10% match in the amount
of $8,349.30; however, the project meets the Rural Economic Development Initiative (REDI). As such,
the 10% match requirement is waived. If the grant is awarded, a Budget Amendment will also be brought
to the Board for approval to recognize grant funding.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB
