EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners (BCC), as the
Community Redevelopment Agency (CRA), approves a second amendment to the previously
approved U.S. Department of Housing and Urban Development (HUD) grant agreement between
the BCC and the CRA to extend the agreement’s time of performance for the Immokalee Sidewalk
Improvement Program and authorize the Chairman of the Board to sign the amendment.
OBJECTIVE: To receive CRA Board approval of the attached modification to the previously approved
HUD grant agreement between the BCC and the CRA.
CONSIDERATIONS: On October 11, 2016, the Board approved a Community Development Block
Grant (CDBG) Subrecipient Agreement with the Immokalee CRA (Agenda item 11.E). The agreement
established funding for the installation of sidewalks and the associated activities in Immokalee. On
September 26, 2017, the agreement was amended to add additional funds to the project, identify the
specific funding sources, and clarify certain terms within the agreement.
The proposed Amendment will extend the performance period of the agreement. The commencement of
construction was delayed due to both the effects of Hurricane Irma and the execution of the First
Amendment adding supplementary funds to the project from the HUD FY 17-18 appropriation.
Additionally, unforeseen circumstances may extend the construction period. Extending the agreement will
permit time for completing the project within the grant period.
FISCAL IMPACT: There is no new fiscal impact. CDBG funds are available within Immokalee CRA
Grant Fund (715), Project 33493 and Immokalee Redevelopment Fund (186).
GROWTH MANAGEMENT IMPACT: This item has no impact on Housing and Future Land Use
Element of the Growth Management Plan of Collier County.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. - JAB
