EXECUTIVE SUMMARY
Recommendation to appoint two members to the Affordable Housing Advisory Committee
OBJECTIVE: To appoint two members to the Affordable Housing Advisory Committee.
CONSIDERATIONS: This committee was created by Ordinance No. 91 -65, as amended,
which was repealed and replaced by Ordinance No. 2013 -27. The purpose of this 11 member
committee as described by 420.9076 Fla. Stat. is to review policies, procedures, ordinances, land
development regulations, and the adopted local government comprehensive plan, and to
recommend specific actions or initiatives to encourage or facilitate affordable housing. The
committee shall submit a triennial report to the Board of County Commissioners that includes
recommendations on, and evaluates the implementation of, affordable housing incentives as
required by 420.9076(4) Fla. Stat. Terms are three years, and membership must consist of the
following:
(a) One citizen who is actively engaged in the residential home building industry in connection
with affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in
connection with affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home
building in connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low - income persons in connection
with affordable housing.
(e) One citizen who is actively engaged as a for - profit provider of affordable housing.
(f) One citizen who is actively engaged as a not - for - profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with
affordable housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the
appointments.
0) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel.
A list of the current membership is included in the backup. There are currently four vacancies on
this committee. The vacancies were advertised and applications were received from the

STAFF RECOMMENDATION: When the applications of Ms. Miller and Mr. McManus were
considered by the committee there was not a quorum to vote on a recommendation. Based on the
consensus of the members who were present, staff is recommending that the above applicants be
appointed to the committee. A recommendation memo is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners considers the
recommendation for appointment, and (1) appoints Irma Miller, representing Essential Services
Personnel, to fulfill the remainder of a vacant term expiring on October 1, 2017; (2) appoints
Shaun McManus, representing Resident in Jurisdiction, to fulfill the remainder of a vacant term
expiring on October 1, 2015; and (3) directs the County Attorney to prepare a resolution
confirming the appointments.

Advisory Committee
A regular meeting of the Affordable Housing Advisory Committee (AHAC) was
held on Monday, October 6, 2014. Although there was not a quorum to vote on the
recommendation to appoint Mr. McManus and Ms. Miller to the committee, there
was a general consensus of those members present to send a recommendation to the
Board of County Commissioner to appoint Mr. McManus and Ms. Miller to the
committee.
Mr. McManus lives within the City of Naples, and as such, would be appointed as a
"citizen who resides within the jurisdiction of the local governing body ".
Ms. Miller would represent a "citizen who represents essential services personnel"
as outlined in the Ordinance 201 ') -27. Ms. Miller's application indicated that she
works as a healthcare professional for the Health Planning Council of Southwest
Florida.
Mr. McManus and Ms. Miller were the only applicants submitted for consideration.
