EXECUTIVE SUMMARY Recommendation to approve two substantial amendments to the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant FY2011 -2012 HUD Annual Action Plan. OBJECTIVE: To expend the County's entitlement allocation for community amenity projects. CONSIDERATIONS: The U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program funds locally defined needs for programming and infrastructure. The Board approved the County's CDBG FY2011 -2012 Annual Action Plan on July 26, 2011. Since then the Annual Action Plan has been amended by the Board numerous times. Community and Human Services (CHS) staff has identified unspent funds from FY2011 -2012. The unspent funds were a result of numerous factors, such as projects completed under budget, projects not started, and unused administration funds, etc. The reallocation of unspent funds requires a substantial amendment for each of the Annual Action Plans. HUD regulations and the Five -Year HUD Consolidated Plan require citizen participation whenever a substantial plan amendment is proposed. The required notice was published in the Naples Daily News on September 25, 2014. The advertisement identified a thirty-day public comment period from September 25, 2014 to October 25, 2014. As of the agenda publication, no comments regarding the substantial amendment were received. The following substantial amendment changes are to the FY2011 -2012 HUD Annual Action Plan, as amended: Add a new project: The Shelter for Abused Women and Children— Shelter Improvements (CDBG): Fund shelter improvements to include, but not limited to: roof membrane, painting and stucco repair of exterior and surrounding walls, fencing, and climate control improvements to the IT server room; Funding amount: $150,000 ($13,000 from FY2011 -2012 and $137,000 from FY2014- 2015); Matrix Code: 03C Homeless Facilities (not operating costs); Project level accomplishments: 1 Public Facility; Project Outcome: Public Facilities Add a new project: Habitat for Humanity — Re -Roof (CDBG): Fund the repair and replacement of 22 roofs for low income homeowners; Funding, Amount: $240,000 ($49,883 from FY2011 -2012 and $190,117 from FY 2014- 2015); Matrix Code: 14A Rehab; Single -Unit Residential 570.202; Project Level Accomplishment: 22 households; Project Outcome: Owner Occupied Housing Typically, CHS staff brings the substantial amendment to the Action Plan and the subrecipient agreements and/or amendments together for Board's approval. However. in the instance of The Shelter for Abused Women and Children — Shelter Improvements and Habitat for Humanity — Re- Roof, staff bundled the FY2014 -2015 projects together at the September 23, 2014 Board meeting (Item #16D1) in order to start the projects sooner in order to expend the federal funds within the specified time period in the agreements. HUD, the projects will only be reimbursed up to $137,000 and $190,117, respectively. These funds are identified from the FY2014 -2015 Annual Action Plan and not subject to the substantial amendment. HHS staff has notified the subrecipients of the issue. FISCALIMPACT: The funding source for the grant award is the CDBG Program. The grant award for The Shelter for Abused Women and Children is $150,000. It is budgeted in the Housing Grants Fund (705) for Project No. 33176 and No. 33364 (CDBG Grants). The grant award for Habitat for Humanity is $240,000. It is budgeted in the Housing Grants Fund (705) for Project No. 33176 and No. 33364 (CDBG Grants). GROWTHMANAGEMFNTIMPA .T: Acceptance and implementation of this substantial amendment will further the Goals, Objectives, and Policies of the Growth Management Plan.
