EXECUTIVE SUMMARY
Recommendation to award Bid Number 14 -6316, "Modifications to Clarifier 1 and Bleach Piping
System at the South County Water Reclamation Facility," to Cardinal Contractors, Inc., in the
amount of $1,961,000 for Project Number 73969.
OBJECTIVE: Maintain compliance with Florida Department of Environmental Protection - issued
permit conditions for the South County Water Reclamation Facility (SCWRF).
CONSIDERATIONS: On June 10, 2014, as Agenda Item 11 C, the Board of County Commissioners
(Board) approved the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate
Study. The proposed scope of work is consistent with Project 73969, "SCWRF Technical Support
Program," page 3 -187, line 92 of the user rate study. Funding for Project 73969 is available in, and is
consistent with, the FY2015 CIP Budget.
The mechanism in Clarifier I is 26 years old and has reached the end of its useful life and has not been
operational in over a year. This project rehabilitates Clarifier 1 by replacing its mechanism with a more
reliable design; reinforces the corroded clarifier tank; and fully contains the bleach piping system.
Rehabilitating this clarifier and modifying the bleach piping system will increase overall plant reliability
and its ability to remain in compliance with FDEP and EPA standards.
Bid Number 14 -6316 was posted on July 17, 2014, with 2,331 email notices sent to vendors that provide
these services. Eighty -four bidders downloaded full packages; four bids were timely received. One of the
bids, from Quality Enterprises USA, Inc., was withdrawn by the vendor due to an error by the vendor.
The three qualified bids are summarized in the table below and in the bid tabulation in Attachments I and
2.

County staff and the project design consultant, Hole Montes, determined the low bid to be fair and
reasonable and recommend awarding the contract to Cardinal Contractors, Inc., the lowest responsive and
qualified local bidder. The low bid is above the consultant's construction estimate of $1,530,000.
Cardinal Contractors, Inc., has a satisfactory performance and warranty record on previous county
wastewater utility- related projects. The consultant's letter of recommendation is Attachment 3.
The quote specifications informed the bidders there may be unforeseen conditions associated with the
project. The quote amount incorporates an allowance of $165,000 for owner- directed additional work
including, but not limited to, relocation of electrical conduit bank and associated wiring that may interfere
with the installation of the pipe trench. The price for additional work will be negotiated prior to
commencement in accordance with the county's purchasing ordinance and the tenns of the Agreement.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget
approved by the Board on September 18, 2014. Funds are available in the Wastewater User Fee Fund
(414). Operating costs are unaffected.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote fror Board approval.—SILT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex- officio the Governing Board of
the Collier County Water -Sewer District, award Bid Number 14 -6316 for Project Number 73969,
"SCWRF Technical Support Project," to Cardinal Contractors, Inc., in the amount of $1,961,000, which
includes a $165,000 allowance for unforeseen conditions; and, authorize the Chairman to sign the
attached Agreement after final review by the County Attorney's Office.

We have reviewed the bids received by the County for the Modifications to Clarifier I & Bleach
Piping System for County Bid No. 14- 63166. It should be noted that initially four bids were
received; however, one bid was withdrawn. The remaining three bidders and their quoted price
are identified below as provided by the County Purchasing Department. The apparent low bid is
from Cardinal Contractors, Inc. in the amount of $1,961,000.00.
Cardinal Contractors, Inc. has successfully completed other construction projects in Collier
County and has completed other clarifier projects. The engineer's estimate of construction cost
was $1,690,000. The bid amounts noted above are higher than the engineer's estimate due to a
change in market conditions. Therefore, we recommend award of this construction contract to
Cardinal Contractors, Inc. in the amount of $1,961,000.00 subject to a final review by the
Purchasing Department of the bid documents.
