EXECUTIVE SUMMARY
Recommendation to appoint two members to the Health Facilities Authority.
OBJECTIVE: To appoint two members to the Health Facilities Authority.
CONSIDERATIONS: The Health Facilities Authority is a 5 member authority created on
November 20, 1979, by Ordinance No. 79 -95 in accordance with Chapter 154 of the Florida
Statutes. The purpose of the authority is to assist health facilities in the acquisition, construction,
financing and refinancing of projects in any incorporated or unincorporated area within the
geographical limits of Collier County. Members must be County residents. Terms are 4 years.
A list of the current membership is included in the backup.
There are currently two vacant seats on this authority. The vacancies were advertised and
applications were received from the following interested citizens:

COMMITTEE RECOMMENDATION: It is recommended that Ms. Krider be appointed to
fulfill the vacant term expiring on February 9, 2018, and that Mr. Chalhoub be appointed to
fulfill the vacant term expiring on May 10, 2017. A recommendation memo is included in the
backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners considers the
recommendation for appointment, appoints Ms. Krider to fulfill the vacant term expiring on
February 9, 2018, and Mr. Chalhoub to fulfill the vacant term expiring on May 10, 2017, and
directs the County Attorney to prepare a resolution confirming the appointments.

RE: Collier County Health Facilities Authority; Appointments
The Health Facilities Authority has two vacancies. Two individuals have applied for
appointment: Allison Krider and Robert Chalhoub. Both of these appointments 'are
recommended. From their application documents, both appear to be qualified to serve on the
Authority. Chapter 154, Part III, Florida Statutes, the statute that governs the membership on a
Health Facilities Authority, does not require that members be in any particular area of
qualification, however, both applications show these applicants have an interest in, and
experience in, community health matters. Further, the applications do not show any basis for a
conflict of interest between Authority duties and the applicants' private interests. For these
reasons, the appointments are recommended.
