Agenda 09/23/2014 Item #16D179/23/2014 16.D.17 EXECUTIVE SUMMARY Recommendation for after - the -fact approval of an electronic submittal of the Senior Corps Retired and Senior Volunteer Program 2015 -2018 Competition grant application to the Corporation for National and Community Service. OBJECTIVE: To provide Countywide volunteerism that improves quality of life and promotes personal wellness, self reliance, and independence of Collier County residents. CONSIDERATIONS: Co- sponsored by Collier County since 1998, the Retired and Senior Volunteer Program (RSVP) places volunteers age 55 and older at non - profit organizations and agencies to provide support and community service. RSVP volunteers help seniors to live independently in their homes, mentor at -risk youth, and provide critical support to communities recovering from disasters. While serving, RSVP volunteers also improve their own lives by staying active and civically engaged. Since 1998, approximately 1,900 volunteers have contributed over 1 million hours at 153 different volunteer stations across Collier County. According to the IRS, this equates to a savings of $22.5 million to our county because of the time, talent and energy our volunteers dedicate to making a difference. If awarded, there is a three -year commitment with an annual grant request permitted under this application of $54,522 supplemented by a 30% matching requirement in the form of cash and in -kind donations. The grant cycle will begin July 1, 2015 and will end June 30, 2018. The grant application is being presented as "after- the - fact" because it was required to be submitted by September 9, 2014. Consequently, pursuant to CMA 5330 and Resolution No. 2010 -122, the County Manager signed the application. On June 13, 2014 Collier County Government's Notice of Intent to compete was sent to the grantor, Corporation for National and Community Service (CNCS). Approval of the after - the -fact grant application will provide the opportunity to compete for funding to allow this award - winning program to continue its service to Collier residents, many of whom are the most vulnerable members of our community. The grant proposal /proposed RSVP program will provide funding for a portion of the salaries and other administrative expenses needed to administer this program, such as supplies, software, and travel, as well as volunteer support costs including volunteer recognition and insurance. Collier County Housing, Human and Veteran Services (HHVS) will serve as the Fiscal Agent, administer and manage the grant. It is requested that Collier County Non - Federal Funds be allocated with the FY 15 -18 to cover unreimbursed grant costs in order to effectively operate the program, assure compliance, and meet the match requirement. FISCAL IMPACT: There is no fiscal impact associated with the application for this grant. If awarded, the. net fiscal impact is estimated at $64,127 per year, with $54,522 (70 %) funded by the Corporation for National and Community Service, residing in Human Services Grant Fund 707. Matching funds of 30% are required which would be met through a combination of local cash match of $9,605 to reside in Human Services Grant Fund 708, and the remainder in In -Kind donations. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which is appropriate for Board action and requires a majority vote for Board action. Sponsored since 1990 by Collier County, RSVP places seniors in 50 nonprofit organizations and County agencies for community service. If awarded, funding will be used to provide activities and training classes for seniors disaster preparedness training, bone building classes, and community based mentoring and tutoring. Funding will also be used to assist Veterans with transportation to their medical appointments, and building and rehabilitating homes. If awarded, the Corporation for National and Community Service (CNCS) will award $54,522. This amount will be supplemented by a 30% match requirement in the amount of $23,405 of cash and in kind donations throughout the three year grant term. The grant application is due September 9, 2014.
