EXECUTIVE SUMMARY Recommendation to approve the selection committee rankings and authorize staff to proceed to the next step in the selection process for Request for Proposal No. 14 -6287, Design and Related Services for Deep Injection Wells, Project Number 70104. OBJECTIVE: To obtain expert professional engineering services for design and related services for the installation of deep injection wells at both the North and South County Regional Water Treatment Plants that will result in a high - quality, best value project to serve our water customers reliably, sustainably and in full regulatory compliance. CONSIDERATIONS: The proposed scope of work under Project 70104, "Water Plant Compliance Assurance," is consistent with the Capital Improvement Program (CIP) contained in the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item 11C. Funding for project 70104 is available in, and is consistent with, the FY2014 CIP Budget. Purchasing staff posted Request for Proposal No. 14 -6287, "Design and Related Services for Deep Injection Wells," on April 28, 2014, with 1,206 notices sent. Fifty -six firms downloaded full document packages, and seven proposals were received by the May 19, 2014, deadline. The selection committee met on June 18, 2014, and by consensus selected the following four firms to move to step two of the selection process. Arcadis U.S., Inc. CDM Smith, Inc. MWH Americas, Inc. URS Corporation Southern On August 1, 2014, Purchasing staff received a letter from Arcadis U.S., Inc., withdrawing from further consideration. Staff reviewed the scoring process and felt it in the best interest of the county to continue the solicitation process with the top three ranked firms. Upon Board approval of this initial short list of firms, a final proposal package will be prepared by the consultants and reviewed by the selection committee. A ranked order will then be determined and brought to the Board for approval. Upon approval of the Board's ranking, a contract will be negotiated with the top ranked firm and submitted for Board approval. This solicitation will provide professional engineering services including preliminary design, design reports, technical memoranda, final design, quality assurance /quality control during design, project management of the design process, bidding services, permitting services, post - design services during construction, shop drawing review, clarifications during construction, inspection and record drawings. FISCAL IMPACT: There is no fiscal impact as a result of this initial selection of firms. Funding estimated at $2,000,000 for the final consulting contract is available in, and is consistent with, the FY2014 Capital Budget approved by the Board on September 19, 2013. The source of funding is Water User Fees, Fund (412). Construction is planned for FY2016 with a forecast construction cost of $5 to $6 million for each deep injection well. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
