EXECUTIVE SUMMARY
Recommendation to award a construction contract in the amount of $305,000 to Bonness Inc., for
(ITB) Bid No. 14 -6315 "Palm River Park" for construction of sidewalk and landscape
improvements (Project Number 60184).
OBJECTIVE: To provide sidewalk and landscape improvements for "Palm River Park" located on Piper
Blvd. north of Immokalee Road.
CONSIDERATION: On August 14, 2014, the Purchasing Department sent 1,513 notices to vendors for
(ITB) Bid #14 -6315 for the "Palm River Park ". This project includes five -foot wide concrete sidewalks
together with a brick plaza and landscape improvements.
On September 4, 2014, five bids were received and opened. Staff reviewed the unit pricing on the bid
tab, and Bonness Inc., was the lowest, qualified and responsive bidder. The bid total was $305,000. The
bid results are as follow:
The Design Engineer's opinion of probable cost for the project was $364,937.98 which included
sidewalk, landscape, and irrigation construction costs and $25,000.00 for project allowance. The low bid
submitted by Bonness Inc., is $305,000 and included the $25,000.00 project allowance. The submitted
low bid is under the original Design Engineer's opinion of probable cost by $59,937.98 or 16.4 %. This
project was previously presented to the Board of County Commissioners on 3/25/14, Agenda Item
16.A.20 to enter into a cooperative Public - Private agreement with Wallace Homes of Southwest Florida,
Inc., and the Palm River Homeowners and Civic Association, to share in the cost of improvements on
Piper Boulevard.
FISCAL IMPACT: Funds in the amount of $305,000 are available in the Transportation Supported Gas
Tax Fund 313, Project 60184. The Public Services Division will maintain the park post construction.
Maintenance costs associated with the project are estimated at $50,000 annually.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of
the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval. -ERP
RECOMMENDATION: That the Board award Bid #14 -6315 "Palm River Park" to Bonness Inc., in the
amount of $305,000.00 and authorize the Chairman to sign the attached contract after final review by the
County Attorney's Office.
