EXECUTIVE SUMMARY Recommendation to approve an extension through the 2014-2015 school year for the Library Electronic Assistance Program to continue to provide technology assistance services to library patrons. OBJECTIVE: To provide continued assistance to Library patrons through the Library Electronic Assistance Program funded by the Friends of the Library,Inc. CONSIDERATIONS: On November 13, 2013, the Board approved acceptance of a $28,200 donation from the Friends of the Library, Inc. (FOL) to fund the Library Electronic Assistance Program (LEAP). The LEAP program would hire seven (7) high school students to work at several libraries to provide technology assistance to library patrons and perform other library duties. This program was intended to run through the school year 2013-2014, but hiring delays were experienced, with the first student being hired May 2014. In order to effectively use the donated funds,the FOL and staff propose the following modifications to the program: • The original approval by the Board provided temporary, seasonal employment to high-school • students. Three students hired to support the program have graduated and are attending college in the area. The LEAP program would benefit from retaining these employees. A change is proposed to extend participation in the LEAP program allowing for high-school students initially hired to continue their employment after high-school graduation. • The FOL and Library staff are requesting to extend the program through the 2014-2015 school year. This time extension, coupled with the retention of the existing employees beyond six months of employment, will prompt their participation in the Florida Retirement System (FRS), as required by statute.They will be required to pay 3%in to the FRS,with the County paying the required percentage match. Additional costs associated with FRS payments for the remainder of the LEAP project are $1,199.83, which covers funding for six months. Funds for FRS were included in the original donation from the FOL. FISCAL IMPACT: There are sufficient funds from the original FOL donation in the Library's Trust Fund (612)to support the continuation of the program,and the additional cost of$1,199.83 for the FRS employer match.No additional funds are needed. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality,and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT:None. RECOMMENDATION: That the Board of County Commissioners approves proposed changes to the LEAP program to allow for its continuation and full expenditure of the donated funds. We were, however, disappointed that the hiring process took so long. Our intent was to hire teenagers, preferably high school students to work in the seven libraries. Three students are leaving to attend college outside of southwest Florida, and cannot complete the nine months job. Two students will be attending college in the area and living at home. One student graduated from high school and has not yet made a decision about attending college. One student will still attend high school. The four students (attending local colleges, one in high school, and one living in the area) could continue their jobs with the Library—until the LEAP funds expire. The Friends request that the four students complete the full nine months of the LEAP funding, and that the Library hire to replace the three students who are leaving for college. The Friends request that the following changes be made in the LEAP program so that the students can retain their positions until the end of the 9-month program: 1. Students who were hired as high school students can continue with the program until the end of the nine-month pilot—or longer should the Friends decide to extend the program. 2. The Library hire additional students to fill the positions of the three students who left the area for college. These students shall be hired to complete the original nine-month period. Students will be recruited through high schools as before. Should they graduate from high school before the end of the program, they should be allowed to continue until the funds are exhausted. 3. We understand that the students will need to pay into the Florida Retirement System should there assignment extend beyond six months. We also understand that the Library Trust Fund has sufficient funds to enable the Library to pay the County FRS match for the students. Should additional funds be needed for FRS, the Friends will pay the costs. Should the Friends decided to fund this as an on-going program, additional funds will be allotted in the future for matching the FRS requirement.
