EXECUTIVE SUMMARY
Recommendation to approve four Annual eCDBG Access Authorization Forms for submittal to the
Florida Department of Economic Opportunity for Disaster Recovery Grants. Approval of this item
will serve as the County's official designation of specific personnel authorized to use the eCDBG
system.
OBJECTIVE: To maintain grant compliance by officially designating specific personnel access to a
grantor agency's reporting system.
CONSIDERATIONS: Collier County has received four federally funded Disaster Recovery grants from
the Florida Department of Economic Opportunity(DEO).
The Disaster Recovery grants are administered through the Department of Housing, Human and Veteran
Services (HHVS). These grants provide funding for hurricane hardening and hurricane mitigation
projects. The grantor agency has developed a new form for grantees to use to identify personnel
authorized to access the DEO's eCDBG reporting system. The eCDBG system is used by grantees for
program reporting and requesting the reimbursement of funds. The DEO is requesting that grant
recipients submit one form for each open agreement without delay. The forms presented identify the
HHVS staff currently administering the grants.

Approval of this item will serve as the County's official designation of specific personnel authorized to
use the eCDBG system.
FISCAL IMPACT: There is no fiscal impact associated with this action. The funding source for the
grants is the Florida Department of Economic Opportunity. Funds are budgeted in the Housing Grants
Fund (705), Projects 33104, 33191, Urban improvement Grants (121), Projects 34540, 34541, and
Services for Seniors Fund(123),Project 32001.
GROWTH MANAGEMENT IMPACT: Implementation of Disaster Recovery grants will help
facilitate efforts to meet the goals,objectives and policies set forth in the Housing Element of the Growth
Management Plan.
LEGAL CONSIDERATION: This item is approved as to form and legality and requires majority vote
for approval.—JAB
RECOMMENDATION: That the Board of County Commissioners approves and authorizes the
Chairman to sign Annual eCDBG Access Authorization Forms for submittal to Florida Department of
Economic Opportunity for Disaster Recovery Grants.
