EXECUTIVE SUMMARY Recommendation to approve a $237,268 work order under Request For Quotation 14-6213-4 to Mitchell & Stark Construction Company, Inc., for the South County Regional Water Treatment Plant Reactor Tank 2 Improvements,Project No. 71065. OBJECTIVE: To maintain a reliable treatment process to meet the potable water demand and remain in compliance with all regulatory requirements at the South County Regional Water Treatment Plant (SCRWTP)that serves customers throughout the Collier County water service area. CONSIDERATIONS: The proposed scope of work under Project No. 71065, "SCRWTP TSP" is consistent with the Capital Improvement Program (CIP) contained in the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item 11C. Funding for Project No. 71065 is available in and is consistent with the FY2014 CIP Budget. The SCRWTP,built in 1983,was designed to produce 12 million gallons per day(MGD)of potable water utilizing a lime softening treatment process. The process at the SCRWTP utilizes three reactor tanks to mix lime and raw water. On June 26, 2012, under Agenda Item 16C2,the Board approved a work order to Quality Enterprises USA, Inc.,to repair Reactor Tanks 2 and 3, and replace the impeller and drive for Reactor Tank 3. The existing mixer and drive system for Reactor Tank 2 is now in need of replacement. As part of this rehabilitation, the existing impeller and drive system at Reactor Tank 2 will be replaced with a new impeller and drive system equipped with a variable speed motor. The components to be replaced are beyond their useful lives. Request for Quotation 14-6214-4, "SCRWTP Reactor Tank 2 Improvements," was posted on July 18, 2014, and distributed to all vendors of the Fixed-Term Underground Utilities Contract 14-6214 (for treatment facilities) via the county's electronic quote process. Of the four vendors notified, three submitted quotations(summarized below)by the August 7,2014,deadline. VENDOR QUOTE Mitchell&Stark Construction Co.,Inc. $237,268.00 Douglas N Higgins,Inc. $244,653.00 Quality Enterprises USA,Inc. $244,987.50 Staff and local engineering consultant, AECOM, determined the lowest quote is fair and reasonable and recommend awarding the work order to Mitchell & Stark Construction Co., Inc. The quote is approximately 12 percent above the project consultant's cost estimate of $211,000. The Purchasing Department concluded that bidding was competitive and representative of market conditions. The quote summary, chart, engineer's letter of recommendation, and work order are attached (Attachments 1, 2, 3, and 4,respectively). The request for proposal informed the respondents that there may be unforeseen conditions associated with the project.The project cost incorporates an allowance of$15,000 that includes, but is not limited to, unforeseen underground infrastructure, as determined by staff, which may be encountered during construction.The price for any additional work shall be negotiated prior to commencement in accordance with the County's Purchasing Ordinance and the terms of the agreement. Packet Page-1508- 9/9/2014 16.C.3. FISCAL IMPACT: Funding is available in, and is consistent with, the FY14 Capital Budget approved /Th by the Board on September 19, 2013. Funds are available in the Water User Fee Fund (412). The total capital cost to implement this project is $237,268. This project is a direct replacement of assets that have reached the end of their useful lives;therefore,operating costs are not expected to change significantly. LEGAL CONSIDERATIONS: This item is approved as to form and legality,and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water-Sewer District,approve a$237,268 work order under Request for Quotation 14- 6214-4 to Mitchell & Stark Construction Co., Inc; and, authorize the Chairman to sign and execute the work order after final review and approval by the County Attorney's Office. Based on the above, AECOM considers M&S qualified to perform the work and recommends award of this project to Mitchell &Stark Construction Company, Inc. in the amount of$237,268.00.
