EXECUTIVE SUMMARY
Recommendation to approve a Florida Department of Environmental Protection Certification of
Financial Responsibility Form for the South County Water Reclamation Facility Injection Well,
IW-1.
OBJECTIVE: To provide a reliable disposal system for effluent from the wastewater treatment system
at the South County Water Reclamation Facility(SCWRF).
CONSIDERATIONS: The SCWRF provides irrigation quality water to customers throughout the
county. The Florida Department of Environmental Protection (FDEP)-issued permit for the existing
injection well, IW-1, expires January 11, 2015. The permit renewal application includes the renewal of
the Class I Injection Well permit. The permit application requires that the county complete and execute a
Certification of Financial Responsibility form(Attachment 1). This form certifies that the county will be
unconditionally obligated to have the financial resources necessary to close,plug,and abandon the Class I
injection well and related monitoring wells should this ever be necessary. The future plugging and
abandonment, if needed, has an estimated present value cost of$545,814. In the event that the injection
well system fails to meet permit conditions, or this well is no longer required for its intended use, then
plugging and abandonment will become necessary. This is a statewide requirement for all utility facility
deep injection wells pursuant to Chapter 62-528,F.A.C.
FISCAL IMPACT: There is no fiscal impact associated with this action. Should plugging and
abandonment be required for IW-1, funding would be available in Reserves for Contingencies,
Wastewater Capital Projects.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approve and authorize the Chairman to sign and execute the
Certification of Financial Responsibility form.

CERTIFICATION OF FINANCIAL RESPONSIBILITY
The Collier County Board of County Commissioners

• government of the State of Florida, hereby certifies that it has
unconditionally obligated itself to have the financial resources
necessary to close, plug, and abandon its Class I underground
injection well(s) and related monitoring wells, as required by Chapter
62-528, Florida Administrative Code. It is further understood that
the cost estimate to conduct plugging and abandonment, established on
May 07. 2014 , shall be reviewed on an annual basis and this
obligation shall incorporate accumulated inflation costs. An annual
adjustment exceeding 10 percent in any one year shall require
submission of an updated certification form.
