EXECUTIVE SUMMARY
Recommendation to approve the short-list of design professionals pursuant to RFP #14-
6296 and to enter into negotiations between Collier County and the top-ranked firm, High
Spans Engineering, Inc., for "Construction Engineering and Inspection (CEI) and Related
Services for Chokoloskee Bridge(#30161)Replacement." (Project No.66066.9).
OBJECTIVE: To obtain professional CEI Services for the Chokoloskee Bridge (#30161)
Replacement on CR29(Copeland Avenue)over Chokoloskee Bay.
CONSIDERATIONS: On May 27, 2014, the Collier County Growth Management Division
through its Transportation Engineering Department(TE),and in conjunction with the Purchasing
Department, issued RFP #14-6296 requesting proposals from professional engineering
consulting firms pre-qualified by the Florida Department of Transportation (FDOT) to provide
CEI services for this project The County sent out one thousand two hundred and fifty notices of
the RFP, sixty-three RFP's was downloaded and three proposals were received on June 27,2014.
On July 18, 2014, a selection committee ranked those three (3) firms based on an evaluation of
their proposals. The selection committee ranked the three firms, by consensus,as follows:
1. High Spans Engineering,Inc.
2. AMEC Environmental&
Infrastructure, Inc.
3. URS Corporation Southern
FISCAL IMPACT: Funding for these services is budgeted in Gas Taxes,Fund 313.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan
related to this action.
RECOMMENDATION: To approve the selection committee ranking of firms for RFP #14-
6296 and authorize staff to negotiate a contract with the top ranked firm. Following successful
negotiations,this matter will be brought back to the Board to seek approval of a contract with the
top-ranked design consultant.
