EXECUTIVE SUMMARY
This item requires that all participants be sworn in and ex-parte disclosure be provided by
Commission members. Recommendation to approve a Resolution renaming a portion of Esplanade
Boulevard to Montelanico Loop. The subject street is approximately one third of a mile in length,
located within the Esplanade Golf and Country Club of Naples, approximately one and a quarter
mile north of Immokalee Road, in Section 15, Township 48 South, Range 26 East, Collier County,
Florida. [SNR-PL20170002424]
OBJECTIVE: That the Board of County Commissioners (Board) approve and authorize the chairman to
sign a resolution to rename a portion of Esplanade Boulevard to Montelanico Loop.
CONSIDERATIONS: Petitioner, Waldrop Engineering, P.A. on behalf of Taylor Morrison Esplanade
Naples, LLC, representing Esplanade Golf and Country Club of Naples, has requested that a portion of
Esplanade Boulevard, a platted street, be renamed to Montelanico Loop. The request was submitted based
on public health and safety reasons regarding emergency vehicle navigation. The portion of the road to be
renamed is depicted on the attached Resolution.
Pursuant to Ordinance No. 2007-62, an advertised Neighborhood Information Meeting was held at The
Taylor Morrison Model Center at 8705 Cavano Street, Naples, FL on January 31, 2018, at 5:30 PM, at
which the attendees expressed their opposition to renaming the roadway due to the following issues:
The five syllables of Montelanico make the proposed street name difficult to pronounce
and;
The current use of GPS by emergency vehicles makes this portion of the code outmoded.
Taylor Morrison Esplanade Naples, LLC owns the subject portion of the street and all property abutting
the subject portion of the street. The County's Addressing Division coordinated with the Sheriff's Office
regarding the proposed use of Esplanade Boulevard and receive concerns over the use of the name based
upon their dispatch software not recognizing a street that intersects with itself as an intersection (Email
correspondence attached). Based upon this concern, Taylor Morrison chose the name Montelanico Loop
to replace Esplanade Boulevard. The Petitioner is aware of the opposition to the proposed name, but the
petitioner has chosen to move forward with the name Montelanico Loop.
FISCAL IMPACT: Fiscal impact will be incurred in the form of staff time spent noting changes on plats
by the Engineering Section and address records by the Addressing staff. Fiscal impact to fire, police
(Sheriff’s Office), Post Office, EMS, and any other 911 Emergency Services will be incurred in the form
of costs to update records and maps. The applicant will bear the cost of purchasing and installing the new
street signs.
GROWTH MANAGEMENT IMPACT: The renaming of the street will have no impact on the Growth
Management Plan.
LEGAL CONSIDERATIONS: This is a request to change the name of a portion of a platted street,
Esplanade Boulevard, to Montelanico Loop. Pursuant to Section 22-358(a)(1) of the Collier County Code
of Laws and Ordinances, a petition to rename a platted street requires that 1) the applicant must verify
with the Addressing Section of the Collier County Growth Management Department that the proposed
street name is not a duplication, and 2) applicant state the reason for the name change. This item has been
approved as to form and legality, and requires an affirmative vote of four for approval -- SAS

Boulevard to Montelanico Loop and authorize the Chairman to sign the attached Resolution effectuating
the street name change.

As I understand it the dispatch software does not recognize any street that intersects with itself as an
intersection – so we cannot send responding vehicles directly there (a nearby address usually has to be
chosen which leads to confusion). If it is possible at this stage perhaps Esplanade BLVD could lead into
Esplanade CIR
