Agenda 03/13/2018 Item #16K303/13/2018 EXECUTIVE SUMMARY Recommendation to appoint four members to the Pelican Bay Services Division Board. OBJECTIVE: To appoint one member representing Commercial/Business interests and two members representing Residential interests to four-year terms expiring on March 31, 2022, and to appoint one member representing Residential interests to fill the remainder of a vacant term expiring on March 31, 2019. CONSIDERATIONS: This 11 member Board was established by Ordinance 2002-27 as amended. The Division provides landscaping services, including all public road maintenance and park areas, street lighting services, aquatic management services, beach cleaning, and the Clam Bay Restoration Project. It is the Division’s responsibility to provide the framework of long-term community planning so that residents can enjoy the benefits of Pelican Bay while ensuring both the social and financial well -being of the Pelican Bay Community. Terms are four years. A list of the current membership is included in the backup. Mr. David Trecker’s (resident) term would have expired on March 31, 2019, but he resigned effective January 1st of this year. The terms for Gary Ventress (resident), Susan O’Brien (resident), and Peggy Pinterich (commercial/business) will expire on March 31, 2018. The Pelican Bay MSTBU Ordinance provides that “if the number of nominees for the position which they have been nominated (i.e., for the "residential interests" or for the "commercial/business/other interests") does not exceed the number of open members for that position, then there shall be no balloting for such position. Instead, the list of nominees for the position shall simply be forwarded to the Board of County Commissioners, who, following public hearing on the matter, will make the necessary appointments to fill said positions.” Since the number of candidates/applicants for the respective positions does not exceed the number of vacancies (residential and commercial), no election is necessary. On February 13, 2018, under agenda item 16.K.3, the Board of County Commissioners directed the Pelican Bay Services Division Board to review the residential applications and bring back a recommendation to this Board as to the length of term each residential candidate should be appointed to. On March 7, 2018, the Pelican Bay Services Division Board reviewed said applications and recommends appointment of the residential seats as follows: APPLICANT CATEGORY Term Expiration Peter C. RECOMMENDATION: That the Board of County Commissioners: 1. Appoints Nicolas Fabregas, representing Commercial/Business interests, to a four -year term expiring on March 31, 2022, upon the term expiration of the current member; and 2. Appoints Richard Swider and reappoints Susan O’Brien, representing Residential interests, to four-year terms expiring on March 31, 2022, upon the term expiration of the current members; and 3. Appoints Peter Griffith, representing Residential interests, to immediately fill the remainder of a vacant term expiring on March 31, 2019; and 4.
