EXECUTIVE SUMMARY
Recommendation to approve Tourist Development Tax funding, a Waiver of Competition and a
one- year contract for website services with Miles Partnership, LLLP, in the annual amount of
$300,000, authorize the Chairman to execute the contract, and make a finding that this
expenditure promotes tourism.
OBJECTIVE: Approval of waiver of competition for Miles Partnership to provide ongoing tourism
website services to the Tourism Division during the RFP solicitation period.
CONSIDERATIONS: The Tourism Division is working with the Procurement Division on an RFP to
solicit website services for the Tourism Division. The current contract # 13-6109 expired on February 24,
2018 and there is no provision in that contract to extend the term. The Tourism Division relies on the
website designed, built and maintained by Miles Partnership as one of our major tools to market our
community to visitors worldwide. We are requesting a one-year contract with Miles Partnership to
maintain continuity and make improvements to our tourism website through the solicitation period and
the time it will take to transition to a possible new vendor.
Miles Partnership is the recognized leader in design, maintenance, analytics, and innovation for
destination marketing organization websites. Over the past 60 years, Miles has delivered forward thinking
marketing solutions to tourism marketing organizations throughout Florida, the nation and the world. In
the past year, Miles Partnership has won 21 awards from nationally-recognized independent bodies for
website design and innovation.
Miles Partnership has built and currently maintains International websites for Brand USA, Destinations
International, the State Tourism Offices of Arkansas, Colorado, Delaware, Florida, Georgia, Hawaii,
Kentucky, Louisiana, Maryland, Michigan, Nebraska, New Jersey North Dakota, Ohio, Oregon,
Pennsylvania, South Dakota, Washington, West Virginia and Wyoming. They have also designed, built
and currently maintain the websites for 43 cities and counties in the US such as Austin TX, Baltimore,
Chicago, Las Vegas, Memphis, Richmond VA, San Diego, Savannah., and Florida destinations of
Kissimmee, Palm Beach, Sarasota, St. Petersburg/Clearwater and Naples, Marco Island and the
Everglades for the past 15 years.
Miles has provided a comprehensive website plan included in the attached contract. It has been created to
deliver optimum website results for the Naples, Marco Island, Everglades area of Florida. Miles has just
completed a complete redesign of our tourism website. It is a new state of the art website that was
launched to the public on February 15, 2018. We have traditionally invested a total of $175,000 annually
in website services. The new website we just launched was an investment of $150,000 over t wo fiscal
years. It is built on the latest design technology to deliver a quality viewer experience in any format from
desktop computer to smart phone.
This long-term investment with Miles Partnership in our tourism website technology represents a sound
investment for the County and for the Tourism Division. To interrupt the website maintenance and
analytic services Miles currently provides us would cause us a sizable loss in website visitation traffic and
a potential loss of future visitors. Website users expect to see new, up to date information on the websites
they frequent, and we must deliver them what they expect or they will click away from us to another
destination.
Additionally, any break in website service will result in a sizable additional investment in both time and
money to create and implement necessary technology enhancements. For these reasons, it would be in the
best interest of the County to continue this relationship with Miles Partnership for one year to guarantee
no break in website services while the RFP solicitation process is underway for these services.

The proposed contract represents a one-year arrangement. It includes the necessary maintenance,
analytics and other monthly services, plus the rebuilding and launching of our three International
websites, our Sports Website and our Film Production website with the technology in the new consumer
website we just launched in February. Miles has guaranteed this pricing of $300,000 for the one year
including all hosting, maintenance, analytic reporting and service enhancements. The services provided
will be as follows:

This purchase is pursuant to Section 8.9 of the Procurement Ordinance 2017 -08, in which to maintain
existing licenses and compatibility with the existing system are a category of procurements which are
eligible for exemption to the competitive process based upon the lack of available competition and the
determination that such an exemption is in the best interest of the County. The Procurement Director
approved this exemption on February 14, 2018 and the approved exemption form is attached.
FISCAL IMPACT: $300,000 is included in the BCC approved FY 18 Tourism Division in Fund 184,
Contractual Services.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan with this
Executive Summary
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG
ADVISORY BOARD RECOMMENDATION: The TDC reviewed and unanimously recommended
approval (8-0) of this Waiver and Contract on February 26, 2018.
