EXECUTIVE SUMMARY
Recommendation to approve the submittal of a revised FY17 Federal Transit Administration
(FTA) 5307 Grant application to include additional expansion vehicles through the Transit Award
Management System (TrAMS).
OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit (CAT) System.
CONSIDERATIONS: On July 11, 2017, the Board of County Commissioners (Board) approved the
submittal of an FY17 FTA 5307 Urbanized Area Formula Grant application in the amount of $2,391,838.
The Board approved the addition of funding in the amount of $77,940 on September 26, 2017, after
receiving notification from FTA of the final apportionment to the Bonita Springs/Naples urbanized area.
The revised total amount allocated to the Bonita Springs/Naples urbanized area is $3,108,007 with
$2,469,777 designated for Collier Area Transit and $638,229 for Lee County Transit.
The original grant application included the replacement of a fixed route bus that met its useful life.
However, it was later recognized that the funds allocated for the replacement vehicle would be best
utilized to expand the fleet with two trolleys for seasonal routes and one sedan/wagon for administrative
support; and two replacement vans to serve as support vehicles. The trolleys will be procured through
Lee Tran's Contract. In addition, the application included outstanding grant funds from FTA 5307 FY08
in the amount of $10,478 to be reimbursed for the funding. Collier County has been advised that the funds
were de-obligated and will not be reimbursed. Consequently, the amount will be deleted from the
Metropolitan Planning Project and reallocated to Preventative Maintenance. These adjustments are shown
in the attached revised application for the Board’s consideration.
A grant application must be entered into TrAMS to utilize these funds. Collier County has received
approval from the Florida Department of Transportation (FDOT) for the use of $515,443 toll revenue
credits as a soft match for the grant. After review and approval by FTA, the grant award is electronically
executed in TrAMS by the Public Services Department Head, who serves as the Board appointed
designee. PTNE and the Office of Management and Budget grants compliance staff will also use this
electronic system to manage the project and submit all required reports.

FISCAL IMPACT: Changes to the application net to a zero- dollar change. The budget has been
previously appropriated in CAT Grant and Grant Match Funds 424 and 425 Project 33526.
Proceeds from the sale of assets (vehicles) must be reinvested into future capital purchases. FTA has
recently changed how proceeds are tracked within the award and financial reports. These proceeds are
now considered part of the local contribution. As such, Project 33526 must be brought up to date. A
budget amendment is required to move $10,292 from CAT Grant Fund 424 to CAT Match Fund 425.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of
the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board approval. -JAB
RECOMMENDATION: To approve the modifications to the FY17 FTA 5307 Grant application,
authorize PTNE staff to submit a revised Grant application through the TrAMS and authorize the
necessary budget amendment
