EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to approve a budget amendment in the
amount of$80,419 to the Property Appraiser's FY 2015 budget.
OBJECTIVE: For the Board of County Commissioners (BCC)to approve a budget amendment in the
amount of$80,419 to the Property Appraiser's FY 2015 budget.
CONSIDERATIONS: Pursuant to Section 195.087(1)(b), Florida Statutes,the Department of Revenue
(DOR) must approve the Property Appraiser's budget. On August 15, 2015,the DOR decreased the
proposed FY 2015 budget by$100,800. Said adjustment was made via budget resolution changes to the
FY 2015 Tentative Budget at the first public hearing for the FY 2015 Collier County Budget.
Also pursuant to Section 195.087(1)(b), Florida Statutes,the Property Appraiser can appeal decisions by
the DOR to modify budgets. An appeal was entered by the Property Appraiser and accepted by the DOR
on September 8, 2014 to increase funding'for salaries and benefits in the amount of$79,512. An
additional amendment was presented on September 16, 2014 in the amount of$907 for the annual
salary and benefits adjustment for the County Constitutional Officers.
Due to timing of the final Public Hearing for the FY 2015 budget, a resolution could not be brought forth
to facilitate both budget amendments and thus are being submitted for approval via this agenda.
Section 195.087(1)(b) also requires that the Property Appraiser's County budget be in agreement with
the budget approved by the DOR.
FISCAL IMPACT: Property Appraiser's FY 2015 budget maintained in Fund 060 will increase by$80,419.
Funding for the Property Appraiser's budget is from transfers and contributions from the Board of
County Commissioners and from Independent Special Districts. Excess fees collected are returned to the
agencies at year-end.
GROWTH MANAGEMENT: There is no growth management impact associated with this Executive
Summary,
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form
and legality, and requires majority vote for approval. -JAK
