EXECUTIVE SUMMARY
Recommendation to appoint three members to the Golden Gate Estates Land Trust
Committee
OBJECTIVE: To appoint one member and reappoint two members to the Golden Gate Estates
Land Trust Committee to terms expiring on October 13, 2018.
CONSIDERATIONS: This 5 member committee was created by Ord. No. 87-48, amended by
Ord. No. 87-98 and 94-40 to carry out the requirements, conditions and various provisions of an
Agreement relating to the use of land, or funds derived from the sale of land, conveyed to the
County by Avatar Properties, Inc. (f/d/a GAC Properties, Inc.) Applicants must reside within 1
of the 5 phases within the subdivision known as "Golden Gate Estates." Terms are 4 years. A
list of the current membership is included in the backup.
On this committee there is one vacancy and two seats expiring on October 13, 2014. The
vacancies were advertised and applications were received from the following interested citizens:

ATTENDANCE: Karen Acquard and Mark Fillmore have not missed any meetings this past
year.
COMMITTEE RECOMMENDATION: At their meeting in September 2014, the committee
voted unanimously to recommend that Karen Acquard and Mark Fillmore each be reappointed to
their seats, and that Carol Pratt be appointed to fill the current vacancy, all being four year terms
expiring on October 13, 2018.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment and reappointments.

I just returned to the office today...I was in training from Tuesday through Thursday.
The Committee voted in favor of Ms. Pratt,4-0.
Ms. Acquard, 3-0 in favor, nominee abstained from voting.
Mr. Fillmore, 3-0 in favor,nominee abstained from voting.
Pat Humphries advised that her seat would be coming up for expiration too,possibly during a time that the
committee will not be meeting, so the Committee voted in favor, 3 -0 in favor of re-assigning Pat's seat,Pat
abstained from voting.

I have lived in Collier County since 1967 and resided in Golden Gate Estates for about 25 years.
For 11 years, I was a deputy sheriff with the Collier County Sheriffs Department(11/79-06/91)
and held the positions of dispatcher, road officer, and detective. I conducted investigations,
wrote reports and search warrants, etc.,made arrests, and performed various other law'
enforcement duties. I was a park ranger/game warden with the U.S. Fish& Wildlife Service for
7 years (11/92-05/00)which involved educating the public about Florida's flora and fauna, and
apprehending and citing violators of state and federal wildlife crimes. I was responsible foil
hurricane and safety training and readiness. While attending college, I worked for WGCU1
Broadcasting as a radio and television producer. I have a BA in Communications from Florida
Gulf Coast University(graduated in 2002). In my last position,I worked for the Florida Fish and
Wildlife Conservation Commission for three years and I resided in Tallahassee during that time.
In this position, I was a public relations specialist which involved writing news releases,talking,(
points, creating various forms of public outreach (exhibits,brochures,television spots, etc),
assisting in launching a television series (Operation Wild),recruitment of law enforcement
officers, and many other duties. I resigned from this position in 2009.
