EXECUTIVE SUMMARY
Recommendation to appoint one member to the Ochopee Fire Control District Advisory
Committee.
OBJECTIVE: To appoint James E. Morris to the Ochopee Fire Control District Advisory
Committee to fulfill a vacant term expiring on December 31, 2015.
CONSIDERATIONS: This 5 member committee was created by Ord. No. 89-98 to advise the
Board of County Commissioners on the operations and budget of the Ochopee Fire Control
District. Members must reside within the boundaries of the Ochopee Area Fire Control Special
Taxing District. Terms are 2 years. A list of the current membership is included in the backup.
Committee Chairman Charles Frank Hawkins recently resigned, bringing the total vacancies on
this board to two. The vacancies were advertised and applications were received from the
following interested citizens:

STAFF RECOMMENDATION: Due to the current difficulty achieving quorum on this
committee, Fire Chief Alan McLaughlin requests that Mr. Morris be appointed to the seat
vacated by Mr. Hawkins so that the committee may reconvene. His recommendation memo is
attached.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment.

Currently the Ochopee Fire Control District is having difficulties obtaining a quorum. As of
8-22-14 the Chairman Charles Frank Hawkins resigned bring the committee membership down
to three.
The last meeting of 9-22-14 was canceled because we were not able to attain a quorum;
therefore, I am requesting that you appoint James E. Morris to the Advisory Committee so that
we can re-convene the meetings.
Please find attached e-mails from two of the current Advisory Committee members Anthony
Davis and Ron Gilbert approving the appointment of James E. Morris to the Ochopee Advisory
Committee to replace Charles Frank Hawkins.

I respectfully submit my resignation from the Ochopee Fire Control District advisory board.
Unfortunately, I find the effort of this board to be unnecessary.There has not been a single member of
the public attend a meeting since I have been involved.
The BCC is moving ahead with consolidation of the fire districts,which is probably the right thing to do in
the long run. Every decision made since I have been on the advisory board has been without input from
the board. Usually we are the last to know and usually find out through the real estate office at Port of
the Islands or the news media.
We have had an open position since I have been on the board,which no one in the district is interested
in filling.The Everglades City representative has never made a meeting.The public in the district
apparently sees little value in this board.
Please consider this resignation to be immediate.
