EXECUTIVE SUMMARY Recommendation to support Collier Area Transit in hosting the 40th Annual Florida Public Transit Association Conference and adopt a Resolution authorizing the one time expenditure of funds to provide bus passes to the conference participants not to exceed $7,123.50. OBJECTIVE: To encourage conference participants to utilize the transit system while visiting Collier County. CONSIDERATION: The Florida Public Transit Association (FPTA) is a nonprofit association whose members include every major public transit agency in Florida as well as interested citizens and businesses. The FPTA supports improved public transportation in Florida through advocacy, innovation, education and partnerships. For the first time, the FPTA has selected Collier Area Transit (CAT) as its host agency for the 40th Annual FPTA Conference. The conference is scheduled for October 26, 2014 through October 28, 2014 at the Naples Grande Beach Resort. The FPTA Annual Conference is comprised of sessions on transit planning, operations, maintenance and marketing. Also, the FPTA hosts tournaments for golf and volleyball. In addition, an optional tour provided by the Naples Trolley is being offered. This year, conference organizers are expecting 450 participants from around the country. In an effort to promote the use of our public transit and encourage participants to explore Collier County during their conference downtime, CAT is requesting to provide each registered participant a 7 day bus pass. It is CAT's hope that participants will think of Collier County in the future when planning a vacation. The bus pass would be valid from October 26, 2014 to November 2, 2014. The bus passes provided will be tracked through our electronic farebox system. When the passes are used, an evaluation will be conducted to determine the impact on ridership. FISCAL IMPACT: Funding for the distribution of promotional bus passes. at $15.00 per pass, is available in CAT Transit Enhancement, Fund 426, Project 61011 funded by a transfer from Gas Tax. The cost to CAT will vary depending upon final registration amount and actual bus pass utilization, the minimum cost to CAT will be $373.50 (actual cost of the smart cards) and will not exceed $7,l 23.50 based on 450 participants (which includes the value of the fare and the actual cost of the smart cards). LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary. RESOLUTION NO. 2014- A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS, COLLIER COUNTY, FLORIDA, DECLARING A PUBLIC PURPOSE FOR THE DISTRIBUTION OF BUS PASSES TO PARTICIPANTS OF THE 40TH ANNUAL FLORIDA PUBLIC TRANSIT ASSOCIATION CONFERENCE TO BE HELD IN NAPLES,FLORIDA. WHEREAS, Collier Area Transit (CAT) will host the 40`h Annual Florida Public Transit Association(FPTA)conference this October 2014;and WHEREAS, CAT would like to encourage conference participants to utilize public transportation to see Collier County; and WHEREAS, the Board of County Commissioners supports CAT in hosting the 40th Annual FPTA conference as a valid and proper public purpose and authorizes the expenditure of funds to provide bus passes to the registered participants;and WHEREAS, the Board of County Commissioners has the legal authority to adopt a resolution authorizing the expenditure of County funds for valid and proper public purposes. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA that the Board hereby declares that there is a valid public purpose as to the one time distribution of bus passes to registered FPTA conference participants consistent with this Resolution.
