EXECUTIVE SUMMARY Recommendation to award Request for Quotation 13-6166-01 to Technical Management Associates, Inc., in the amount of$452,000; execute the Florida Power & Light Momentary Parallel Operation Interconnection Agreement; and, authorize a $300,000 budget amendment for the North County Regional Water Treatment Plant Closed Transition System,Project 70069. OBJECTIVE: To eliminate the need for plant shutdowns during transfers between Florida Power and Light (FPL) and auxiliary generator power at the North County Regional Water Treatment Plant (NCRWTP). CONSIDERATIONS: The proposed scope of work under Project 70069, "Well/Plant Power Systems," is consistent with the Capital Improvement Program (CIP)contained in the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item 11C. Funding for Project 70069 is available in, and is consistent with,the FY2015 CIP Budget. The scope of this project includes the installation of a Closed Transition System for seamless switching between FPL and auxiliary generator power. Under the existing Open Transition System, the plant and wellfield must be shutdown prior to transfers between FPL and the emergency generators to prevent potential negative electrical impacts to critical equipment. Every time a power transfer occurs, approximately 45 minutes is required to shutdown and return to normal operations. Such power transfers occur every month in accordance with Florida Department of Environmental Protection generator exercise requirements, and for storm avoidance to protect key electrical equipment from power surges during lightning events. The proposed Closed Transition System will transfer power from one source to the other without interrupting power to the plant and wellfield. Therefore, operations will continue seamlessly during power source transfers. Since 2006, this type of system has been installed and operating at the South County Regional Water Treatment Plant (SCRWTP) where it has demonstrated its reliability and effectiveness. This project implements similar technology and FPL agreements as those in place at the SCRWTP. To operate a closed transition transfer between the utility source and the customer generator source, FPL requires that a Momentary Parallel Agreement be executed. Additionally, there is an FPL requirement for the county to obtain and maintain liability insurance in the amount of$l million with FPL named as an insured on the policy certification (ACORD Certificate). For reference, the FPL Requirements for Momentary Parallel (Attachment 4), Requirements for Customers Submitting Proof of Insurance for Momentary Parallel Agreements (Attachment 5), ACORD Certificate (Attachment 6), and FPL Momentary Parallel Operation Interconnection Agreement(Attachment 7)are included. Request for Quotation 13-6166-01, "NCRWTP Closed Transition," was posted on August 4, 2014, and distributed to all vendors of the Fixed-Term Electrical Contractors Contract 13-6166 via the County's electronic quote process. Two of the three notified vendors submitted the quotations summarized below by the August 20, 2014, deadline. VENDOR QUOTE Technical Management Associates,Inc. $452,000 Packet Page -1125- 10/14/2014 16.C.2. Simmonds Electrical of Naples, Inc. $467,906 Staff and local engineering consultant, RKS Consulting Engineers, Inc., determined that the lowest quote is fair and reasonable and recommend awarding the work order to Technical Management Associates,Inc. The quote is approximately six percent below the project consultant's $480,000 opinion of probable cost. The Purchasing Department concluded that the quote was competitive and representative of market conditions. The quote summary, quote chart, and engineer's letter of recommendation are included as Attachments 1, 2, and 3 respectively. The request for quotation informed the bidders there might be unforeseen conditions associated with the project. The project cost incorporates an allowance of $25,000 that includes, but is not limited to, unforeseen underground infrastructure, as determined by staff, which may be encountered during construction. The price for any additional work shall be negotiated prior to commencement in accordance with the County's Purchasing Ordinance and the terms of the agreement. FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget approved by the Board on September 18, 2014. The source of funding is the Water User Fee Fund 412. A budget amendment is required from Project 70030, Fund 412, in the amount of $300,000. Operation and maintenance costs are expected to remain the same or decrease. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. A Momentary Parallel is a closed transition transfer between the utility source and a customer owned generator source where the time the sources are in parallel does not exceed 100 milliseconds (6 cycles). Following are the requirements for a successful project. In order for you to operate your electrical system in Momentary Parallel with FPL, an Agreement must be executed with FPL. There is a requirement for you to obtain and maintain liability insurance in the amount of one million dollars* with FPL named as an insured on the policy certification (ACORD Certificate). Certain minimum design features must be included in your system transfer controls. You will also be required to provide performance test results. The system design and test results must be initially approved by FPL and proof of liability insurance submitted to and approved by FPL prior to operating the system. The Customer shall be required to pay any costs deemed by FPL to be extraordinary(when compared to the guidelines in Appendix A)and related to review and approval or disapproval of the design and construction,as well as inspection and operation,attic interconnection facilities. These costs may also Include installation and operation and maintenance related to any equipment required to effect a proper interconnection,both ut the location of the Customer's generation and at locations on FPL's system. 4. The design requirements of the Customer interconnection configuration and equipment shall be implemented in a manner which minimizes any potential negative impacts on FPL's customers,personnel and equipment. 5. The interconnection between FPL's system and the Customer's generation shall be at distribution voltage levels(i.e.,below 69 kV). Service must be three•phase,60 hertz at the available standard distribution voltage level(s). All service supplied by FPL shall be furnished through one metering point. 6. The Customer shall operate and maintain its interconnection facilities in a safe and reliable manner and shall immediately notify FPL in the event of any hazardous or unsafe condition(s). 7. Governmental entities authorized under Florida or federal law to be self-insured, in lieu of providing'evidence of adequate commercial insurance, have the option of providing to the Company evidence that the applicant has established an adequate self-insurance plan to cover the obligations of indemnification referenced herein;and shall, upon request,provide such other information as the Company may deem necessary and relevant, The self-insurance plan shall not be cancelled or materially altered without at least thirty(30)days advance written notice to FPL. 13. In addition to the minimum coverage outlined above,the various commercial general liability insurance policies are subject to FPL's approval and,upon request,the Customer shall make certified copies of these various general liability insurance policies, and/or information regarding the self-insurance plan, available for inspection by FPL's Risk Management Department within fifteen(15)days of a request therefore. My inspection of such plans or policies shall • not obligate FPL to advise the Customer of any deficiencies in such plans or policies,and such inspection shall not relieve the Customer from,or be deemed a waiver of, FPL's right to insist on strict fulfillment of the Customer's obligations hereunder.
