EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, as the Community Redevelopment Agency (CRA), approves the shortlist of engineering firms pursuant to RFP No. 14-6252 and authorizes staff to enter into negotiations between the CRA and the top ranked firm, AMEC Environmental and Infrastructure, Inc., for `Construction Engineering Inspection(CEI)Services,for the Colorado Avenue Improvements project". OBJECTIVE: To obtain professional CEI Services for the Colorado Avenue Improvements project. CONSIDERATIONS: On April 20, 2014, the Collier County Purchasing Department issued Request for Proposal (RFP)No. 14-6252, on behalf of the Immokalee CRA,through its on-line bidding system. Twelve hundred and seventy five (1275) email notifications were sent out to potential respondents. Thirty Five (35)firms downloaded the solicitation information. The RFP solicited CEI services related to drainage system and pedestrian facility improvements to Colorado Avenue in the Downtown Immokalee area. This CEI and related construction contract will both be grant funded via Disaster Recovery Initiative Funds (DRI), approved on April 23, 2013 (Agenda Item#16D3). Three (3) responses to the RFP were received by the May 9, 2014, deadline. The Selection Committee met on September 3,2014,and ranked the responding firms in the following order: 1. AMEC Environmental and Infrastructure,Inc.—Top Ranked 2. Q.Grady Minor Engineering 3. CPH Engineering The CRA obtained funding for the CEI services through a grant from the Florida Department of Economic Opportunity,as appropriated by the Collier County Department of Housing,Human& Veteran Services (HHVS). The CEI firm selected will be tasked with insuring that the construction project is completed per engineering specifications and will support the CRA with grant compliance. FISCAL IMPACT: There is no fiscal impact associated with the approval of these rankings. Funding for the subsequent CEI contract, which will come back to the BCC at a future meeting for approval,will come from CRA Grant Fund 715,specifically grant Agreement#I ODB-D4-09- 21-01-K09 #14.228 (project #33293) as amended by the BCC on May 27. 2014. agenda item 16D16. GROWTH MANAGEMENT IMPACT: This action furthers the objectives and policies in the Immokalee Area Master Plan section of the Collier County Growth Management Plan, as amended by Ordinance number 2008-55, Policy 1.3.1, which states "Collier County staff will continue to work with the lmmokalee community to identify alternative funding sources to implement programming for streetscape. linked open space and pedestrian and bicycle amenities that are compatible with an overall development strategy". Following successful negotiations, this matter will be brought back to the CRA Board to seek approval of a contract that is consistent with DRI grant terms.
