EXECUTIVE SUMMARY Recommendation to authorize the release of signalization equipment for installation by Granada Shoppes Associates, Ltd. for the jointly funded traffic signal project on US41 and Creekside Boulevard and 107t" Avenue North, which upon completion will be owned by the Florida Department of Transportation and operated and maintained by Collier County. OBJECTIVE: That the Board of County Commissioners (Board) authorizes the release of signalization equipment for installation by Granada Shoppes Associates, Ltd. (Developer) for the jointly funded traffic signal project on US41 and Creekside Boulevard and 107th Avenue North, which upon completion will be owned by the Florida Department of Transportation(FDOT) and operated and maintained by Collier County(County). CONSIDERATIONS: Florida Department of Transportation (FDOT)performed a Traffic Signal Warrant Study and determined that due to development impacts within the area and the existing background traffic, the intersection has met the warrants for a traffic signal. The signal is a safety improvement for this intersection. The following Planned Unit Developments (PUD's) have transportation commitments within their PUD Ordinances for fair share contributions towards traffic signals: Creekside Commerce Center, Granada Shoppes, and Naples Daily News. The Granada Shoppes Associates, Ltd. is the lead on the Project, has bid the project and will manage it through completion, at which point the signal will be owned by FDOT and operated and maintained by the County. The budget cost of the project is $460,000. An FDOT permit has been issued for the Project. A County Right-of-Way Permit (ROW) will be obtained jointly by the County and Developer and will further detail the Developer's obligation with respect to this Project. Based on the completed traffic analysis (attached), the non-development traffic (County share) using the signal is anticipated to be approximately 20.1%. The Developers have agreed that the County will provide the signalization equipment, construction inspection(s) and establish power service to the signal to satisfy the County's proportionate fair share of the Project. The County share will equal approximately 11.5%. A bond for 100% of the contract price will be in place prior to approval of the ROW permit to secure the County assets. FISCAL IMPACT: The cost estimate for the equipment necessary for the project totals $42,228.70. Such equipment is purchased under Project #60172, Traffic Signal Projects. Additionally, the cost of Construction Inspections is estimated at $10,000 and $500 is estimated to establish power. The total County portion equals $52,728.50 which fully satisfies the County's proportionate fair share. GROWTH MANAGEMENT IMPACT: The improvement of this intersection is consistent with the GMP and is not in conflict with the MPO's Long Range Transportation Plan. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorizes the release of signalization equipment for installation by Granada Shoppes Associates, Ltd.
