EXECUTIVE SUMMARY Recommendation to approve the expenditure of$60,045 for follow-up real estate appraisal services relating to the Golden Gate Boulevard Widening Project(Project No. 60040). OBJECTIVE: To obtain follow-up updated appraisal reports necessary for the condemnation of ROW and pond site parcels required for the Golden Gate Boulevard Widening Project between Wilson Blvd and 20th St NE/SE. CONSIDERATIONS: The County Attorney's Office intends to file condemnation lawsuits for the acquisition of parcels required for the Golden Gate Boulevard Widening Project. Current date appraisal reports are a legal requirement for successful condemnation proceedings at Order of Taking hearings. As such, appraisals must be updated to reflect current Effective Dates of Value (within four months of Order of Taking hearing dates). Obtaining these updated appraisals with Effective Dates in February 2015 will satisfy this requirement. According to Section Eleven B. 5 of the Purchasing Ordinance, the County Attorney's Office must first obtain Board approval for the hiring of litigation experts. Upon approval, purchase orders will be opened based on the quoted prices below. Real estate appraisal vendors currently engaged on this project have submitted fee quotes totaling $60,045 for the required Update Reports as follows: Wilcox Appraisal Services: $32,450 (32 parcels); Ken Devos, MAI: $10,000 (12 parcels); T.A. Tippett, Inc: $7,600 (22 parcels); RKL Appraisal & Consulting: $7,000 (16 parcels); R & W Enterprises: $2,995 (3 parcels). Note that the parcels vary widely in complexity which accounts for much of the pricing differential. FISCAL IMPACT: Funds in the amount of$60,045 will be paid from gas taxes and/or impact fees from Golden Gate Blvd Project No. 60040. The primary funding source for the acquisition of right-of-way is impact fees. Should impact fees not be sufficient within a particular project, the secondary funding source will be gas taxes. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote for Board approval. -ERP GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this recommendation. RECOMMENDATION: That the Board of County Commissioners authorize expenditures in the amount of$60,045 for real estate appraisal services pertaining to condemnation parcels for the Golden Gate Boulevard Road Widening Project. Upon approval of this request the Purchasing Department shall be authorized to open Purchase Orders to engage the identified appraisers. Prepared by: Emily R.
