EXECUTIVE SUMMARY
Recommendation to appoint two members to the Collier County Citizens Corps.
OBJECTIVE: To reappoint one current member and appoint one new member to the Collier County
Citizens Corps.
CONSIDERATIONS: This 11 member committee was established on November 5, 2002 by Ordinance
No. 02-56 to advise the Board of County Commissioners on domestic terrorism related issues; to act as a
coordinating agency for the enhancement of activities that support emergency services, law enforcement
and disaster prevention, preparedness and response; to assist in the recruitment of volunteers by
publicizing and expanding existing community programs; to facilitate communication between Collier
County & State & Federal agencies on mitigation activities, as well as to enable Collier County to
identify outside resources such as grants, training opportunities and equipment. The committee members
represent various community organizations. Each member shall be considered a liaison between their
respective organization and the committee, and shall be recommended by their organization to the Board
of County Commissioners for consideration for appointment to the committee for a four year term. A list
of the current membership is included in the backup.
Five of the current terms on this committee expired on November 5, 2014, including the representatives
of the American Red Cross and The Salvation Army. These organizations have requested that the persons
listed below be appointed as their liaisons to this committee.

Ms. Wood was initially appointed on December 10, 2013, and although her application file clearly
indicated that she was not a registered voter, this information was inadvertently omitted from the
executive summary which the Board reviewed at that time. As Ms. Wood has been a sitting member of
this committee for a year now, it is recommended that the Board at this time waive its voter registration
requirement in considering her reappointment.
ATTENDANCE: Ms. Wood has attended two of the five scheduled committee meetings since her initial
appointment. Attendance records are included in the backup.
COMMITTEE RECOMMENDATION: That the Board of County Commissioners reappoint Rachelle
Wood, representing the American Red Cross, and appoint Julian Morgan, representing The Salvation
Army, to serve four year terms expiring on November 5, 2018. Emails from the nominating organizations
are included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, waives the voter registration requirement for Ms. Wood, and directs the County
Attorney to prepare a resolution confirming the appointments.

Expert consultants from private and governmental emergency services agencies as listed below
are strongly encouraged to attend on behalf of their employer, in a non-voting capacity: City of
Naples, City of Marco Island, Everglades City, Collier County Emergency Medical Services,
Collier County Health Department, District 20 Medical Examiner, law enforcement/neighborhood
watch, Collier County Emergency Management, Naples Community Healthcare System,
Physicians Regional Healthcare System.
