EXECUTIVE SUMMARY
Recommendation to appoint three members to the Isles of Capri Fire Control District
Advisory Committee.
OBJECTIVE: To appoint three members to the Isles of Capri Fire Control District Advisory Committee
to two year terms expiring on December 31, 2016.
CONSIDERATIONS: This 5 member committee was created by Ord. No. 78-49 to advise the Board of
County Commissioners on the budget and operation of the Isles of Capri Fire Control District. Members
must reside within the boundaries of the Isle of Capri Municipal Fire Services Taxing District. Terms are
2 years. A list of the current membership is included in the backup.
There are two open vacancies and two expiring seats on this committee. All four seats were advertised
and applications were received from the following interested citizens:

ATTENDANCE: In the last two years Raymond Kane and Matthew Crowder have had perfect
attendance.
COMMITTEE RECOMMENDATION: At its November 13, 2014 meeting the committee voted
unanimously that Mr. Kane and Mr. Crowder each be reappointed to their respective seats to additional
two year terms expiring on December 31, 2016, and that Ms. Donna Dolan be appointed to fill a vacant
term,which term also expires December 31, 2016. A recommendation memo is included in the backup to
this item. The committee intends to interview Mr. Herrington at a future meeting for the last open seat.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and directs the County Attorney to prepare a resolution confirming the appointments.

Committee Meeting on November 13, 2014 regarding the reappointment of members

Raymond Kane, Matt Crowder and Donna Dolan where considered for these three positions.
Motion by Raymond Kane to Recommend Reappointed of Matt Crowder to BCC Term ending 12/31/16;
Second by Jim Hughes; approved unanimously. Mr. Kane attended 12 out of 12 meetings.
Motion by Matt Crowder to recommend reappointment of Raymond Kane to BCC for term ending
12/31/16; second by Jim Hughes; approved unanimously. Mr. Crowder attended eight out of eight
meetings.
Motion by Matt Crowder to recommend Donna Dolan to BCC for appointment to Advisory Committee
Term Ending 12/31/2016;Approved unanimously.
All names have been considered. This will fill three out of four openings.

activities in Florida, but would like to become more involved. I have attended the last two
meetings of the Isles of Capri Fire Control Committee and am very interested in the process.

Began in 1985 with the Chatham Fire Department as a call Firefighter/EMT. In 1988, I wasp
hired by the Harwich Fire Department as a Fire Alarm Operator/EMT. During that time, I was
chairperson of Southeastern Massachusetts Critical Incident Stress Management team for 11
years. I was a CPR Instructor/Trainer for 12 years. I also worked part-time at the Barnstable
County Sheriffs Office in telecommunications. I was trained in EMD and all related law
enforcement requirements. I assisted with the EMT program at Cape Cod Community College
EMT class in practical instruction. I was one of five chosen to re-write the EMD Instruction
Book to fit in with the Cape and Island EMS system.
