EXECUTIVE SUMMARY Recommendation to approve an after-the-fact grant application to receive U.S. Department of Housing and Urban Development rural capacity building technical assistance sponsored by the National Association for Latino Community Asset Builders. OBJECTIVE: To expand staffs knowledge of federal programs for rural capacity building. CONSIDERATIONS: Community and Human Services (CHS) had the opportunity to apply for technical assistance from the National Association for Latino Community Asset Builders (NALCAB) for developing a strategic set of actions to meet the needs of the predominantly Hispanic/Latino community of Immokalee. The U.S. Department of Housing and Urban Development (HUD) has awarded NALCAB a grant to deliver technical assistance and capacity building services to rural communities in eleven states. Florida was one of the eleven states. Through a partnership with Florida Housing Coalition,NALCAB announced a request for submittals for technical assistance on October 10, 2014 with a due date of October 31, 2014. Due to the short turnaround, staff secured the County Manager's approval to submit the grant application as is contemplated in CMA 5330, and is seeking Board approval after the fact. CHS will partner with Immokalee based non-profit organizations, including a local rural Community Housing Development Organization (CHDO), a redevelopment agency, a business development center, the workforce development board, and a farm worker public housing authority for community-based assistance if awarded technical assistance from NALCAB. The technical assistance would be utilized to develop strategies to strengthen the community's capacity while integrating the development of much needed rental housing, economic development, job creation, and community development in the Immokalee area. Technical assistance would support HUD CDBG, HOME and ESG programs and put strategies in place to provide opportunities for future HUD funding. FISCAL IMPACT: If awarded, Staff anticipates the value of technical assistance to be received at approximately $15,000. LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the grant is approved. Accordingly,this Office has no issue with respect to the legality of this request, which is appropriate for Board action and requires a majority vote for Board action. -JAB GROWTH MANAGEMENT IMPACT: This request would further the goals, objectives and policies outlined in the Housing Element of the Growth Management Plan. RECOMMENDATION: That Board of County Commissioners approves an after-the-fact grant application to receive HUD rural capacity building technical assistance sponsored by the NALCAB. Collier County seeks technical assistance in developing a strategic set of actions to meet the needs of the predominantly Hispanic/Latino community of Immokalee, Florida. Collier County is located on the southwest coast of Florida, west and south of Miami and Tampa, respectively. As a coastal community, Collier County is known for its large seasonal population of tourists and part-time residents. However, located in the most northeastern section of the county is an isolated, economically distressed, rural farm community with a large amount of substandard housing called Immokalee. Immokalee predominantly depends on transient, seasonal migrant workers to work in the farm fields and packing houses during the winter months. The population can easily double during the picking seasons. There is also a large year round population that works in the coastal hotels and resorts as housekeepers, valets and wait staff. Some of the larger hotels/resorts provide vans for their staff. The County also has an express transit bus that provides transportation in the morning And afternoon to and from the coastal areas. Many tools, organizations and funding streams are currently in place. However,the community still struggles today with how to implement development and job creation. The area has many assets such as an airport, a casino, a rich culture, and is about to open a large box store. Collier County Community and Human Services (CHS) will partner with local Immokalee based non- profit organizations, including a local rural Community Housing Development Organization (CHDO), a redevelopment agency, a business development center, the workforce development board and a farmworker based public housing authority for community based assistance rather than project based assistance, if awarded this technical assistance. Some examples of current funding throughout the community is US Department of Agriculture, Tax Increment Funds through the Community Redevelopment Agency, US Housing and Urban Development (Community Development Block Grant, HOME and Emergency Solutions Grants), State Housing Initiative Partnership [SHIP] (state of Florida affordable housing funds), along with private/corporate foundation funds. The potential assistance comes at an opportune time, as CHS is beginning its 2016-2021 Five-Year Consolidated Plan. This technical assistance would be utilized to develop strategies to strengthen the community's capacity while integrating the development of much needed rental housing, economic development,job creation, and community development in the Immokalee area. CHS believes in a collaborative process of community development and will work cooperatively with many partners, some of whom are named above. We have worked hard to develop partnerships with numerous entities in the community. At the current time and given the funding sources identified above, we feel we have all the tools and mechanisms in place to develop a workable plan.
