Agenda 12/09/2014 Item #16D 8 12/9/2014 16.D.8. EXECUTIVE SUMMARY Recommendation to approve proposed route modifications within the Collier Area Transit system. OBJECTIVE: To improve transit route efficiency within the fixed route transit system. CONSIDERATIONS: In December 2013, the Board approved the Comprehensive Operation Analysis (COA) for Collier Area Transit. The COA is a thorough analysis of the fixed-route service and provides recommendations designed to improve productivity and service efficiency. On March 25, 2014, the Board authorized staff to begin the implementation of the some of the recommendations made in the COA. These recommendations consisted of establishing a protocol for naming the route and route numbering system by service tiers. Additionally, one of the routes was modified to provide access to Clam Pass. Staff continues to evaluate the system and determine areas to improve efficiency. The following modifications are being proposed to achieve greater efficiencies and improved service: Route# Proposed Modifications 11 Offer later evening service by adding one trip to the route. Route is proposed to run until 8:50 p.m. 12 Eliminate stops on Piper Boulevard on the outbound trip. Passengers will be encouraged to ride Route 27 as it provides service along Piper Boulevard 13 Offer later evening service by adding one trip to the route. Route is proposed to run until 7:50 p.m. 15 Offer later evening service by adding one trip to the route. Route is proposed to run until 8:28 p.m. 16 Eliminate Sunday service. The route will continue its regular service Monday through Saturday. Passengers are encouraged to ride Route 15 as it services the same area on Sundays. 20 Offer additional Sunday service to include trips at 7:30 a.m. and 4:30 p.m. 21 Amend the route to reduce redundancies in service. Trips will begin at Super Wal- Mart at 8:15 a.m.; 9:35 a.m.; 2:50 p.m. and 4:05 p.m. 22 Eliminate the stop at Agri Boulevard & Seeding Boulevard on the outbound trip. Offer Sunday service between the hours of 7:00 a.m. and 6:55 p.m., beginning and ending at Farm Workers Way and consisting of the same schedule as Monday through Saturday. 23 Eliminate the stop at Agri Boulevard & Seeding Boulevard on the outbound trip. 25 Eliminate the stop at Super Wal-Mart on the outbound trip. 26 Offer additional Sunday service to include a trip at 3:00 p.m. The proposed route modifications have gone through the Public Involvement Process, which involved three public meetings, legal notice, posting at Radio Road and Government Center Transfer facilities, posting on website as well as notifications on all buses. A few passengers and Packet Page-1629- 12/9/2014 16.D.B. a business owner has expressed concern regarding the reduction in morning service on Route 21 and suggested maintaining the 9:35 a.m. run in lieu of the 1:30 p.m. run. Staff analyzed the route information and determined that the existing ridership for each run is similar and eliminating the 1:30 p.m. run instead of the 9:35 a.m. run would provide a similar level of service. Therefore, staff made modifications in favor of the public comments received. During the public meetings passengers provided positive feedback about the additional Sunday service and later evening service. FISCAL IMPACT: Staff conducted an analysis of the cost per revenue hour impact resulting from the proposed route modifications and estimates a slight increase of 130 revenue hours annually. For FY 2015 this equates to approximately $7,995 based on route changes taking effect January 2, 2015 ($10,660 annualized). Funding is available within the FY 2015 Collier Area Transit operating and grant appropriations budget, specifically from the Florida Department of Transportation State Block Grant and the Federal Transit Administration Section 5311 grant funds. There will be no increase to either of the annual Gas Tax or General Fund transfers that support transit operations. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: That the Board of County Commissioners approves the proposed route modifications to be effective January 2, 2015.
