EXECUTIVE SUMMARY Recommendation to authorize a budget amendment recognizing $10,000 in program income revenue generated by affordable rental properties acquired under the Neighborhood Stabilization Program. OBJECTIVE: To accurately account for program income generated from NSP1 activities. CONSIDERATIONS: Collier County has used Neighborhood Stabilization Program (NSP1) funds to acquire and rehabilitate foreclosed and abandoned properties. This is the final program income recognition for the Gilchrist rental property.The Property was transferred to a developer in August 2014. The following table lists the properties which generated the program income. This revenue will be used in compliance with federal grant regulations and will fund eligible expenses, including administration. Furthermore, approval of this item will authorize the reallocation of funds within the program commitment items to accurately reflect ongoing program expenses as shown below. NSP guidelines allow 10% ($1,000) of the program income to fund administration activities. The remaining balance of($9,000) will be used towards program activities pursuant to the approved Board of County Commissioners NSP1 program exit strategy of April 24, 2012 (Agenda Item 11B). FISCAL IMPACT: A budget amendment is necessary to recognize current year program income revenue in the amount of$10,000 within Urban Improvement Grants Fund 121,NSP1 Project 33050. LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action. This is a regular matter requiring majority vote. -JAB GROWTH MANAGEMENT IMPACT: The Neighborhood Stabilization Program facilitates the goals, objectives and policies set forth in the Housing Element of the Growth Management Plan. RECOMMENDATION: The Board of County Commissioners recognizes $10,000 in program income revenue and authorizes the corresponding budget amendment.
