EXECUTIVE SUMMARY
Recommendation that the Collier County Board of County Commissioners (BCC) as the
Collier County Community Redevelopment Agency (CRA) approves the attached
Memorandum of Understanding (MOU) between the CRA and the Southwest Florida
Regional Planning Council (SWFRPC) identifying programmatic roles in the
implementation of the proposed Rural Promise Zone Program.
OBJECTIVE: That the CRA approve the attached Memorandum of Understanding (MOU)
between the CRA and the Southwest Florida Regional Planning Council (SWFRPC) identifying
programmatic roles in the implementation of the proposed Rural Promise Zone Program.
CONSIDERATIONS: On November 18, 2014 (item #16B2) the Board approved a resolution
and letter of intent memorializing the Board's intent to partner with the SWFRPC, Glades and
Hendry County's in application for the Federal Rural Promise Zone designation, as administered
by the United States Department of Agriculture (USDA). Both documents are attached for
reference.
This MOU will become effective upon receipt of the USDA Rural Promise Zone Designation
and will extend for a period of time matching the designation (estimated 10 years). The Promise
Zone designation will be for a term of ten years, and will be extended as necessary to capture the
full term of availability of the Promise Zones tax incentives, if the tax incentives are enacted.
During this term, the specific benefits made available to Promise Zones will vary from year to
year, and sometimes more often than annually, due to changes in agency policies, and changes in
appropriations and authorizations for relevant programs. This MOU may be modified over time
providing all parties agree to the modifications.
This MOU will memorialize each party's administrative role in carrying out its intent to partner
with the SWFRPC in application to be designated a Federal Rural Promise Zone. In general, the
Promise Zones initiative is aimed at revitalizing high-poverty communities across the country by
creating jobs, increasing economic activity, improving educational opportunities, reducing
serious and violent crime, leveraging private capital, and assisting local leaders in navigating
federal programs.
The Promise Zone designation commits the federal government to partner with local leaders who
are addressing multiple community revitalization challenges and have demonstrated a
commitment to improving their communities. Specifically, federal staff will be assigned to each
designated community to help navigate the vast array of federal assistance programs available to
Promise Zones, subject to availability of federal funding. This level of engagement will help
communities make the most of funding that is already available to them. In addition,
organizations contributing to Promise Zone strategies will be provided preferred access to certain
competitive federal programs, as permissible under the rules and statutes of the individual
programs and participating federal agencies, and subject to appropriations. Organizations
contributing to Promise Zone strategies will also receive technical assistance and other non-
competitive support, again as permissible under individual program and agency rules and
statutes. Businesses investing in Promise Zones or hiring residents of Promise Zones will also be

eligible to receive tax incentives for these activities, if the tax incentives are enacted by
Congress. Local leaders will benefit from the assistance provided as it will accelerate efforts to
revitalize their communities.
Lead organizations, implementation partners, and federal grantees contributing to the Promise
Zones must agree to work with federal evaluators designated by participating federal agencies, as
specified in their respective grant agreements, regulations and other requirements. Guidance on
evaluation and data points will be forthcoming. For Promise Zone lead organizations and
implementing partners, this may include providing access to program personnel and all relevant
programmatic and administrative data, as specified by the evaluator(s) under the direction of a
federal agency, as legally attainable, during the term of the Promise Zone designation and/or
grant agreement.
A map of the proposed Southwest Florida Rural Promise Zone is attached for reference.
FISCAL IMPACT: This item has no immediate fiscal impact.
CONSISTENCY WITH GROWTH MANAGEMENT PLAN: This strategic partnership and
possible Federal Zone Designation further the overall budgetary and policy directives of the
Community Redevelopment Agency and the Board of County Commissioners in furtherance of
Policy 4.2 of the Future Land Use Element of the Growth Management Plan which reads as
follows:
"****The Immokalee Area Master Plan addresses conservation, future land use, population,
recreation, transportation, housing, and the local economy. Major purposes of the Master Plan
are coordination of land uses and transportation planning, redevelopment or renewal of blighted
areas, and the promotion of economic development. "
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a
majority vote for Board approval. - JAB
ADVISORY BOARD RECOMMENDATION: During its regular November 19, 2014,
meeting, the Immokalee Local Redevelopment Agency Advisory Board approved a motion by
unanimous vote recommending that the CRA Board partner with SWFRPC, Glades and Hendry
Counties in application for the Promise Zone designation.
RECOMMENDATION: That the CRA Board approves the attached Memorandum of
Understanding (MOU) between the CRA and the Southwest Florida Regional Planning Council
(SWFRPC) identifying programmatic roles in the implementation of the proposed Rural Promise
Zone Program.

Memorandum of Understanding
between
Southwest Florida Regional Planning Council,Collier County,
Glades County and Hendry County
Intent
This Memorandum of Understanding (MOU) is made and entered into by the Southwest Florida
Regional Planning Council, hereinafter referred to as the SWFRPC, Glades County, Hendry
County, and Collier County for the purpose of applying for and implementing programs under
the Rural Promise Zone Program.
Background
SWFRPC, Collier County (on behalf of the unincorporated Immokalee community), Glades
County, and Hendry County recognize the economic distress of their rural communities which
have a poverty rate of 31.2% and an unemployment rate of 15.7% and seek assistance through
the USDA Rural Promise Zone Program.
Together these communities have formed the Southwest Florida Promise Zone area which covers
Glades County, Hendry County, and the portion of Collier County including the Immokalee
community and the area immediately north of Immokalee to the Hendry County border, to apply
for designation as a USDA Rural Promise Zone.
Each County's Board of County Commissioners unanimously passed a resolution affirming its
intent to be an implementation partner, along with SWFRPC, for the purpose of applying for the
Rural Promise Zone designation and implementing the Strategic Plan that is included in the
application.
Date and Term
This MOU will become effective upon receipt of the USDA Rural Promise Zone Designation
and will extend for a period of time matching the designation (estimated 10 years). This MOU
may be modified over time providing all parties agree to the modifications.
1.0 Southwest Florida Regional Planning Council Responsibilities
1.1 SWFRPC will serve as the lead entity for the SFPZ and will perform the required duties
of the lead entity such as working with the implementation partners to ensure the
Strategic Plan is implemented and reporting on progress under the Plan.
1.2 SWFRPC will assist in the initiation of the SFPZ Program by working with the
implementation partners and others to form community task forces around each goal area
for the purpose of gaining additional partners and resources. The task force members
will determine the specific data to be collected for their goal and the collecting members
if different than specified in the SFPZ Strategic Plan, along with the method for
collecting and submitting the data to SWFRPC.

1.3 SWFRPC will compile the required data on each goal and submit it to USDA on a
quarterly basis unless requested more frequently in a format specified by USDA. The
data and reports will also be posted on SWFRPC's website.
1.4 SWFRPC will work with implementation partners as needed to facilitate the
identification of new partners and/or resources and will assist with grant writing for
specific goals as practical.
2.0 Mutual Responsibilities
2.1 Each party to this MOU agrees to provide staff time and other assistance as outlined in
each member's individual Letter of Commitment to implement the goals of the SFPZ
Strategic Plan that focus on creating jobs, enhancing economic activity, improving
educational opportunities, reducing crime, and improving community infrastructure.
2.2 Each party agrees to compile data on the costs, outputs, outcomes, or any other project-
specific measure for the Strategic Plan goals and projects on which it is working. Each
party agrees to provide the data to SWFRPC for compilation in quarterly reports for the
SFPZ members and for publication on SWFRPC's website.
2.3 Each party agrees to work in good faith with the SFPZ implementation partners and
others toward the achievement of the SFPZ Strategic goals.

CRA RESOLUTION NO. 2014 - 238
A RESOLUTION OF THE COLLIER COUNTY COMMUNITY
REDEVELOPMENT AGENCY SUPPORTING THE RURAL
PROMISE ZONE APPLICATION FOR SOUTHWEST
FLORIDA.
WHEREAS, the Collier County Community Redevelopment Agency has been advised
that that the Promise Zone Designation is intended to help distressed areas address the needs of
its residents by bringing priority access to federal investments and technical assistance to further
strategic plans, federal staff to help implement goals, and AmeriCorps VISTA members to
recruit and manage volunteers and strengthen the capacity of the Promise Zone initiatives; and
WHEREAS, the unincorporated, rural community of Immokalee had a poverty rate of
45% for the period 2008 - 2012 according to the American Community Survey; and
WHEREAS, the Collier County Community Redevelopment Agency recognizes that
residents of Immokalee and the surrounding rural area would benefit from new jobs, increased
economic activity, improved educational opportunities, private investment, and reduced crime;
and
WHEREAS, the Southwest Florida Regional Planning Council seeks to partner with
Collier County, Glades County and Hendry County to apply for a Rural Promise Zone
Designation to bring these benefits to southwest Florida.
NOW, THEREFORE, BE IT RESOLVED that the Collier County Board of County
Commissioners supports the Southwest Florida Rural Promise Zone Designation Application,
and hereby commits to being an implementation member to support and implement the Strategic
. Plan for the Promise Zone.
THIS RESOLUTION DULY ADOPTED after motion, second and majority vote on this
18th day of November, 2014, by the Collier County Community Redevelopment Agency.
