EXECUTIVE SUMMARY
Recommendation to award Agreement No. 14-6296 for Construction Engineering and
Inspection (CEI) and Related Services for "Chokoloskee Bridge Replacement" to HighSpans
Engineering,Inc.; Project No. 66066. (Fiscal Impact: $594,560.58).
OBJECTIVE: To award a CEI contract for the replacement of the Chokoloskee Bridge (030161) on
CR 29 (Copeland Ave)over Chokoloskee Bay.
CONSIDERATIONS: On September 9, 2014, under agenda item 16A30, the Board of County
Commissioners (Board) approved the selection committee ranking of RFP No. 14-6296 and
authorized staff to negotiate a contract with the top ranked firm, HighSpans Engineering, Inc. The
services being considered is to provide Construction, Engineering and Inspection (CEI) services for
the replacement of the existing bridge over Chokoloskee Bay on CR29 (Copeland Avenue).
On September 29, 2014, staff met with HighSpans Engineering Inc. and negotiated the fees for this
engagement. The terms of the agreement provide for $519,560.58 in man-hour costs and $75,000 for
reimbursable costs, for a total amount not to exceed $594,560.58 subject to the Board's approval.
Construction of the project is expected to commence early spring of 2015 at an anticipated cost of
$4.8M. The CEI costs are typically 12%to 15%of the construction cost when outsourced.
FISCAL IMPACT: Funds in the amount of$594,560.58 are available in Transportation Gas Tax
Fund (313) Project No. 66066.
Maintenance and Operating Costs:
The county currently maintains the existing Bridge (030161) on CR29 (Copeland Avenue) and will
be providing maintenance for the replacement Bridge. The new Bridge will have a service life of 75
years and is not expected to require any major maintenance for the first five to seven years after
opening. There will be minimal incremental maintenance costs within this five to seven year period
of the improvements; however, compared to the overall benefits of the project, these will be
negligible.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: The project is consistent with the currently adopted
Growth Management Long Range Transportation Plan.
RECOMMENDATION: That the Board award Agreement No. 14-6296 "Construction Engineering
and Inspection (CEI) and Related Services for the Chokoloskee Bridge Replacement" to HighSpans
Engineering, Inc., and authorize the Chairman to sign the attached Agreement after final review by
the County Attorney.
