EXECUTIVE SUMMARY
Recommendation to award a construction contract to Quality Enterprises USA, Inc., for Bid No.
14-6357 — Pine Ridge Road at Forest Lakes Boulevard and Woodshire Lane / Bed, Bath and
Beyond Plaza Median Improvements Project No. 60016, in the amount of$235,867.17 and reserve
$10,000 on the purchase order for funding allowances,for a total of$245,867.17.
OBJECTIVE: To award a construction contract for Pine Ridge Road at Forest Lakes Boulevard and
Woodshire Lane / Bed, Bath and Beyond Plaza Median Improvements Project No. 60016 to Quality
Enterprises USA, Inc., in accordance with Bid No. 14-6357. The purpose of the project is to perform
median modifications work that will improve the operation and safety of the road.
CONSIDERATIONS: The In-House Safety Committee prioritized several capacity and safety
improvements projects throughout the County starting in the year 2012. The Pine Ridge Road at Forest
Lakes Boulevard and Woodshire Lane/Bed, Bath and Beyond Plaza Median Improvements Project was at
the top of the priority list after the December 18, 2012 meeting and, at a public meeting held on April 15,
2014,the public expressed support for the proposed improvements.
The project extends the existing turn lanes on Pine Ridge Road at the intersections of Forest Lakes
Boulevard (east and westbound) and at Woodshire Lane (westbound)/Bed, Bath & Beyond Plaza
(eastbound).
The bid for the project was advertised on October 2, 2014 in the Naples Daily News. Over 1,864 notices
were sent out and 86 bid packages were downloaded. No pre-bid meeting was held due to the small size
of the project. Three(3)bids were submitted on October 24, 2014.
The following bids were received:
Quality Enterprises USA, Inc. $245,867.17
Ajax Paving, Inc. $254,653.55
Preferred Materials $303,371.04
Bids were reviewed by Purchasing staff and the Transportation Engineering Department. Staff
recommends awarding the contract to Quality Enterprises USA, Inc. as the lowest, responsive and
qualified bidder. Quality's bid is 18.04% lower than the Engineer's Cost Estimate of$299,968.33.
FISCAL IMPACT: Funds in the amount of $245,867.17 are available in Transportation Capital
Improvement Project Number 60016 (Minor Turn Lane/Intersection Improvements). These
improvements represent a minor change to the existing facility and,therefore, are not expected to have an
incremental cost impact to ongoing operations and maintenance.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: The Pine Ridge Road at Forest Lakes Boulevard and
Woodshire Lane/Bed, Bath and Beyond Plaza Median Improvements Project has no impact on the
Growth Management Plan.

RECOMMENDATION: That the Board of County Commissioners approves the contract with Quality
Enterprises USA Inc., for Bid No. 14-6357—Pine Ridge Road at Forest Lakes Boulevard and Woodshire
Lane/Bed, Bath and Beyond Plaza Median Improvements Project No. 60016 in the amount of
$235,867.17 and reserves $10,000.00 on the purchase order for funding allowances, for a total of
$245,867.17, and authorizes the Chairman to execute the attached contract after review and approval by
the County Attorney's Office.

Lane/Bed, Bath & Beyond Plaza Median Improvements Bid Award
Recommendation
We reviewed the bid tabulations of the subject bid. The following issues were addressed with
Purchasing Department regarding the apparent low bid submitted by Quality Enterprises (QE):
1) The bid for item 102-1, Maintenance of Traffic, was only $13,800.00 or 5.6% of the total bid.
This bid price was lower than expected for the high traffic volumes on Pine Ridge Road.
Compared to the other bidders, this bid item was almost 45% lower than the average unit
price of$35,000.00.
2) The bid for items 120-1 and 120-2, Excavation and Embankment (respectively), were also
considered to be too low. These bid prices appear to be inadequate for the small volumes of
work in a limited area and constrained work space like in this particular project.
The Purchasing Department contacted Mr. Lou J. Gaudio, QE Vice President, to confirm that
they would be able to complete the required work. Mr. Gaudio responded that they will honor
their bid numbers for Maintenance of Traffic, Excavation and Embankment. Furthermore, they
have no issues in regards to building the project in accordance with the plans and specifications.
We performed an analysis and compared the apparent low bid to the in-house cost estimate. The
low bid submitted by (QE) is approximately 19.04 % lower that our estimate. QE bid appears
reasonable and balanced. Besides, we are not aware of any outstanding performance issues or
problems with QE. Based on this information, we would like to recommend awarding the
contract to this company as the Iow bidder.
Our department is looking forward to working successfully with Quality Enterprises on this
project.
