EXECUTIVE SUMMARY
Recommendation to appoint one member to the Immokalee Enterprise Zone Development
Agency.
OBJECTIVE: To appoint one member to the Immokalee Enterprise Zone Development
Agency to a term expiring on April 4, 2018.
CONSIDERATIONS: The Immokalee Enterprise Zone Development Agency is a 13
member committee created on March 28, 1995, by Ordinance 95 -22 to induce private investment
into distressed areas to create economic opportunities and sustainable economic development for
designated areas. To permit Collier County to participate in this program, the Board of County
Commissioners nominated the Immokalee community to be considered by the Florida
Department of Commerce for Enterprise Zone designation in Resolution No. 95 -248, approved
March 28, 1995. As part of the formal application for an Enterprise Zone, the State required that
a committee consisting of a broad base of citizens be established. The committee has
representation from the Immokalee Chamber of Commerce, financial or insurance entities, local
businesses and residents, nonprofit community -based organizations operating within the
nominated area, local Workforce Development Board, local code enforcement agency, and local
law enforcement agency. This committee also serves as the Immokalee Redevelopment Board.
Terms are four years. A list of the current membership is included in the backup.
There are currently four vacancies on this committee. The vacancies were advertised and
applications were received from the following interested citizens:

COMMITTEE RECOMMENDATION: During its regular meeting on June 18, 2014, the
committee voted to approve the application of Martha Williams in the category of Business
Operating in Zone, to fulfill a vacant term which shall expire on April 8, 2018. The committee
also voted to reject the application of Mr. Hector Fernandez due to inadequate information that
would qualify the applicant to serve. Recommendation memos are attached in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners considers the
recommendation for appointment, appoints Martha D. Williams, and directs the County Attorney
to prepare a resolution confirming the appointment.
