EXECUTIVE SUMMARY
Recommendation to accept the State Housing Initiatives Partnership Program Fiscal Year 2014-
2015 allocation and to approve a budget amendment in the amount of $1,545,449 and authorize the
Chairman to sign the Fiscal Year 2014/2015 Funding Certification.
OBJECTIVE: To continue to award funds to first -time homebuyers for purchase assistance and
administer a rehabilitation program for low- to moderate - income persons.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act to provide additional funding to local communities to promote and advance
affordable housing initiatives. Funds are generated through documentary stamp tax on real estate
transactions. Funded under the State Housing Initiatives Partnership (SHIP) Program, Collier County and
the City of Naples receive funds from the State of Florida through the Florida Housing Finance
Corporation to undertake eligible activities.
Collier County and the City of Naples have been allocated a total of $1,545,449.00 of state fiscal year
2014 -2015 SHIP funding. These funds are to be used to implement SHIP program strategies outlined in
the 2013 -2016 Local Housing Assistance Plan (LHAP) that was approved by the Board on April 23, 2013
and has an expenditure deadline of September 30, 2017 (Agenda item 16D5). Before the allocation is
released by the Florida Housing Finance Corporation (FHFC), the local govermnent must certify that it
will meet this expenditure requirement through existing approved strategies in the LHAP and return the
funding certification via email to FHFC.
To date, the SHIP program has assisted over three thousand households through the purchase assistance
and residential rehabilitation programs. Funding for this fiscal year requires a minimum of twenty percent
of its allocation to serve persons with special needs as defined in Section 420.0004, Florida Statutes. The
first priority of these special needs funds must be to serve persons with developmental disabilities as
defined in Section 393.063, Florida Statutes, with an emphasis on home modifications, including
technological enhancements and devices, which will allow homeowners to remain independent in their
own homes and maintain their homeownership.
These requirements are in addition to the continued expenditure requirements of thirty percent of funds to
be used for low - income persons or households; thirty percent of funds to be used for very -low- income
persons or households; at least sixty -five percent of funds for home ownership activities; and at least
seventy -five percent of funds must serve for construction, rehabilitation or emergency repair of
affordable, eligible housing. A unit assisted may meet more than one requirement; for example, a
homebuyer who receives assistance for down payment can meet both a low- income and homeownership
requirement.
FISCAL IMPACT: Staff has prepared a budget amendment recognizing $1,545,449.00 in revenue and
appropriating it to the Housing Grants Fund 791, Project 33331. This action will have no impact on ad
valorem dollars. The 10% administrative cap on SHIP FY 14/15 in the amount of $154,544.90 will cover
all administrative expenses of the SHIP program for FY 14/15. An estimated amount of $695,452.05 will
be used towards Purchase Assistance and an estimated amount of $695,452.05 used toward an Owner
Occupied Rehabilitation.

GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approves the acceptance of the FY
14 -15 SHIP allocation and recognize the budget amendment in the amount of $1,545.449.00 and
authorizes the Chairman to sign the FY 2014 -2015 Funding Certification form.

Legislative Proviso Language
From the funds in Specific Appropriation 2247, each local government must use a minimum of 20 percent
of its allocation to serve persons with special needs as defined in section 420.0004, Florida Statutes.
Before this portion of the allocation is released by the Florida Housing Finance Corporation (FHFQ a
local government must certify that it will meet this requirement through existing approved strategies in
the local assistance plan or submit a new local housing assistance plan strategy for this purpose to the
FHFC far approval to ensure that it meets these specifications. The first priority of these special needs
fiends must be to serve persons with developmental disabilities as defined in section 393.063, Florida
Statutes, with an emphasis on home modifications, including technological enhancements and devices,
which will allow homeowners to remain independent in their own homes and maintain their
homeownership.

420.0004 (13), T.S. "Person with special needs" means all adult person requiring independent living
services in order to maintain housing or develop independent living skills and who has a disabling
condition; a young adult formerly in foster care who is eligible for services under s. 409.1451(5); a
survivor of domestic violence as defined in s. 741.28; or a person receiving benefits under the Social
Security Disability Insurance (SSDI) program or the Supplemental Security Income (SSI) program or
from veterans' disability benefits.
393.063 (9), F.S. "Developmental disability" means a disorder or syndrome that is attributable to
retardation, cerebral palsy, autism, spina bifida, or Prader- Willi syndrome; that manifests before the age
of 18; and that constitutes a substantial handicap that can reasonably be expected to continue
indefinitely.

1. The city /county has read and understands the legislative language above.
2. The city /county understands that we are required to meet the goals as described in the language for
the allocation of SHIP funds for fiscal year 2014 -2015 in addition to meeting all other SHIP
program requirements in section 420.9071 -9079, Florida Statutes, and chapter 67 -37, Florida
Administrative Code.
3. The city /county will use at least 20% of the allocation of SHIP funds for fiscal year 2014 -2015 for
special needs households as defined in section 420.0004 (13), Florida Statutes, and included below
through approved strategies or by incorporating new strategies, prioritizing funding for persons
with developmental disabilities as defined in section 393.063 (9), Florida Statutes, and included
below with an emphasis on home modifications, including technological enhancements and
devices.
4. The city /county agrees to tracking each household for special needs and will report such data as
pant of the annual report or as required by FHFC.
