EXECUTIVE SUMMARY Recommendation to adopt a Resolution extending the Collier County Architectural and Site Design Standards Ad Hoc Committee for 12 months. OBJECTIVE: To adopt a resolution extending the Architectural and Site Design Standards Ad Hoc Committee for a period of 12 months. CONSIDERATIONS: During the July 24, 2012 Board of County Commissioners (BCC) meeting (item number 9A), the BCC, by unanimous vote, approved recommendations from the Collier County Planning Commission (CCPC) and County staff to continue two proposed amendments to the Architectural and Site Design Standards of the County's Land Development Code (LDC), in order to seek input in regard to these changes from the original ad hoc committee that authored the architectural standards currently in effect, and to have such committee review the architectural standards of the LDC in its entirety. The amendments sought to allow developments within a Planned Unit Development (PUD) to request administrative variances from the architectural standards (amendment to LDC Section 5.05.08.F.), and to reduce facade requirements to the back side of projects within PUD and unified development plans (amendment to LDC Section 5.05.08.C.9.) Subsequently, staff reached out to members of the original Ad hoc committee members and, per the CCPC's request, to the Collier County Building Industry Association, a small group of members volunteered to participate. Staff presented the changes that were continued by the CCPC and BCC to the members who unanimously approved the proposed amendments. The subject amendments were subsequently reviewed through the public hearings by the Development Services Advisory Committee (DSAC), the CCPC and ultimately the BCC. The BCC approved the proposed amendments at their May 14, 2013 meeting. Following the Board's approval of the LDC amendments, former members of the Architectural Review Committee as well as other citizens requested the BCC to be allowed to participate in an ad hoc committee in order to review the remainder of the architectural standards. On September 10, 2013, the BCC established the Collier County Architectural and Site Design Standards Ad Hoc Committee by Resolution No. 2013 -172 for a period of one year, with the goal of reviewing the architectural and site design standards of the LDC in its entirety and make recommendations for updates and revisions. The appointed members are: James Boughton, AIA Rocco Costa, AIA Kathy Curatolo, CBIA Dalas Disney, AIA Bradley Schiffer, AIA Dominick Amico, PE Ron Waldrop, PE Packet Page -951- 7/8/2014 16.A.29. The established Collier County Architectural and Site Design Standards Ad Hoc Committee is scheduled to sunset on September 10, 2014. At this time, the members of the Collier County Architectural and Site Design Standards Ad Hoc Committee request the Board to extend the established committee for an additional 12 months. The County's Code of Laws and Ordinances requires that ad hoc or task force committees for specific projects be appointed by resolution. The attached resolution would formalize the will of the BCC to extend the Architectural and Site Design Standards ad hoc for a period of 12 months. Should other citizens request to participate; those applications will be brought to the BCC. FISCAL IMPACT: None. LEGAL CONSIDERATIONS: This item is approved as to form and legality. A majority vote of the Board is needed for approval. - HFAC GROWTH MANAGEMENT IMPACT: None. RECOMMENDATION: That the Board of County Commissioners adopts the proposed Resolution extending the established Collier County Architectural and Site Design Standards Ad Hoc Committee for 12 months. RESOLUTION NO. 2014 - A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, EXTENDING THE SUNSET DATE OF THE COLLIER COUNTY ARCHITECTURAL AND SITE DESIGN STANDARDS AD HOC COMMITTEE FOR AN ADDITIONAL 12 MONTHS. WHEREAS, during the July 24, 2012 Board of County Commissioners meeting (item number 9A), the Board, by unanimous vote, approved recommendations from the Collier County Planning Commission (CCPC) and County staff to continue two proposed amendments to the Architectural and Site Design Standards of the County's Land Development Code (LDC), in order to seek input in regard to these changes from the original ad hoc committee that authored the architectural standards currently in effect, and to have such committee review the architectural standards of the LDC in its entirety; and WHEREAS, Collier County Ordinance No. 2001 -55, as amended, provides that the Board of County Commissioners may, by resolution, appoint an ad hoc or task force committee for a specific project, if the duration of the committee does not exceed three years duration; and WHEREAS, on September 10, 2013, the Board adopted Resolution No. 2013 -172, which established the Collier County Architectural and Site Design Standards Ad Hoc Committee to review the architectural standards of the LDC in its entirety; and WHEREAS, Section Five of Resolution No. 2013 -172 states that "Unless extended by Resolution of the Board, this Committee shall automatically sunset without further action one year from the date of this Resolution "; and WHEREAS, the Board desires to extend the existence of this Committee for an additional 12 months. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Collier County Architectural and Site Design Standards Ad Hoc Committee shall be extended for an additional 12 months from its current sunset date, and unless further extended by Resolution of the Board, shall automatically sunset without further action on September 10, 2015, Packet Page -955- 7/8/2014 16.A.29.
