EXECUTIVE SUMMARY
Recommendation to approve selection committee rankings and authorize staff to enter into
contract negotiations with VIBEngineering Inc. for design of a comprehensive traffic system
engineering management plan (Request for Proposal No. 14 -6246 for the FDOT local area project,
Network Study and Analysis, FM No. 430868- 1- 18 -01).
OBJECTIVE: To approve selection committee rankings and authorize staff to enter into
contract negotiations for RFP No. 14 -6246 with VIBEngineering Inc. for the FDOT local area
project, Network Study and Analysis, FM No. 430868- 1- 18 -01.
CONSIDERATIONS: On October 22, 2013, the Board of County Commissioners (BCC)
approved Agenda Item 16A4 for FDOT Lap Agreement FM # 430868- 1- 18 -01, Network Study
and Analysis. On March 14, 2014, Purchasing staff posted Request for Proposal No. 14 -6246,
Network Study and Analysis, and 1,450 notices were sent; with 45 firms downloading the full
document packages. One responsive proposal was received on April 14, 2014. Per the Board's
Purchasing Ordinance Section 11 (A3), the Purchasing Director certifies that every effort was
made to comply with the CCNA to attract three (3) or more firms. The selection committee met
on June 18, 2014, and, by consensus, determined VIBEngineering, Inc. to be qualified to perform
the required services.
The purpose of the Network Study and Analysis is to investigate and gather information from the
traffic network and the Intelligent Traffic Systems. The gathered information will be used to
develop a comprehensive System Engineering Management Plan (SEMP) for future network
expansion and management of the County's traffic network. Further, it will facilitate equipment
standardization, with focus on security, network management, and fault tolerance.
This contract will provide professional engineering services including preliminary analysis of the
network, network mapping, design reports, technical memoranda, and a final design including an
extensive Systems Engineering Management plan defining the future growth and maintenance of
the County traffic network.
VIBEngineering, Inc. and its partner, Gannet Flemming, Inc., are sufficiently familiar with the
facility and the scope of the project. They are qualified and have extensive experience working
with automated traffic management systems. When contract terms are agreed upon, staff will
bring the proposed contract back to the BCC for final approval.

The original Request for Proposal is attached for reference of the detailed history and scope of
the required professional services.
FISCAL IMPACT: There is no fiscal impact at this time. Once negotiations are completed and
the contract approved, funding is available in Transportation Grant Fund 711, Project # 33298-
01. The project will be funded up to $265,000 by the Federal Highway Administration (FHWA)
via a Local Agency Program Grant from the Florida Department of Transportation.

This is a design only project. There will be no construction or maintenance required within the
scope of this project. Any future projects derived by this design project will have construction
and maintenance costs handled within those project's scopes of work.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval. —SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
